The General Conference of the International Labour Organization,
Convened in Washington by the Government of the United States of America on 29 October 1919,
After deciding to adopt various proposals "on ways of preventing unemployment and addressing its consequences," which is the second item on the agenda of the Conference held in Washington, D.C., and
After having decided that these proposals would be drafted in the form of an international convention,
Adopts the following Convention, Which will be known as the Unemployment Convention, 1919, to be ratified by the members of the International Labour Organization, in accordance with the provisions of the Constitution of the International Labour Organization:
Each Member ratifying this Convention shall communicate to the International Labour Office at such short intervals as possible and which shall not exceed three months, any information available, statistical or otherwise, concerning the Unemployment, including any information on measures taken or to be taken to combat unemployment. Whenever possible the information will have to be collected in such a way that it can be communicated within three months of the end of the period to which it relates.
Each Member ratifying this Convention shall establish a system of free public placement offices under the control of a central authority. Committees to include representatives of employers and workers will be appointed and consulted for the operation of these offices 2 .
2. Where free public and private offices co-exist, measures will have to be taken to coordinate the operations of these offices on a national level. 3
3. The functioning of the different national systems will be coordinated by the International Labour Office, in agreement with the countries concerned.

Members of the International Labour Organization who shall ratify this Convention and which have established a system of insurance against unemployment shall, under conditions of mutual agreement between the Members concerned, take Arrangements for workers who are nationals of one of these Members and working in the territory of another to receive insurance benefits equal to those affected by workers who are nationals of that second Member.
The official ratifications of this Convention, under the conditions established by the Constitution of the International Labour Organization, shall be communicated to and registered by the Director General of the International Labour Office.
Any Member of the International Labour Organization which ratifies this Convention undertakes to apply it to those of its colonies or possessions or to those of its protectorates which do not govern themselves fully, on the reserve Following:
(2) Each Member shall notify the International Labour Office of its decision in respect of each of its colonies or possessions, or each of its protectorates, which shall not govern themselves fully.
As soon as the ratifications of three Members of the International Labour Organization have been registered with the International Labour Office, the Director-General of the International Labour Office will notify all members of the The International Labour Organization.
This Convention shall enter into force on the date on which such notification has been effected by the Director General of the International Labour Office; it shall bind only the Members who have registered their ratification to the International Bureau Of Labour. Thereafter, this Convention shall enter into force in the light of any other Member on the date on which the ratification of that Member has been registered at the International Labour Office.
Any Member ratifying this Convention undertakes to apply its provisions by no later than 1 Er July 1921 and to take such measures as will be necessary to make these provisions effective.
Any Member having ratified this Convention may denounce it at the expiration of a period of ten years after the date of the initial entry into force of the Convention by an act communicated to the Director General of the International Labour Office and By registered. The denunciation shall take effect only one year after being registered at the International Labour Office.
Whenever it deems it necessary, the Governing Council of the International Labour Office shall submit to the General Conference a report on the implementation of this Convention and consider whether it should be included in the agenda of the Conference the question of its total or partial revision.

1 The Convention was adopted in the first session of the International Labour Conference and signed by the President and the Secretary-General of that session. Each State became a party to the Convention only after having deposited its instrument of ratification (art.7). As a result of the dissolution of the League of Nations and the amendment of the Constitution of the International Labour Organization, certain amendments to this Convention have become necessary in order to ensure the performance of the functions of the Of Chancery that were previously assigned to the Secretary General of the League of Nations. These amendments have been taken into account in the present text of the 9th oct. 1946 (RS 0.822.719.0 ).
