In paragraph 15 of Part 1 of Article 5, the words "to develop and approve a basic programme of compulsory health insurance for citizens of the Russian Federation" shall be replaced by the words " development and approval of a programme of State guarantees for the provision of assistance to citizens The Russian Federation provides free medical assistance, including a basic compulsory health insurance programme. 2.
