Statement of the Congress of People's Deputies of the Russian Federation on protection of health of citizens of the Russian Federation of the Russian Federation and the Supreme Soviet of the Russian Federation, 1993, 1318) The following changes and additions: 1. In paragraph 15 of Part 1 of Article 5, the words "to develop and approve a basic programme of compulsory health insurance for citizens of the Russian Federation" shall be replaced by the words " development and approval of a programme of State guarantees for the provision of assistance to citizens The Russian Federation provides free medical assistance, including a basic compulsory health insurance programme. 2. In paragraph 5 of Part 1 of Article 6, the words "approval of compulsory medical insurance programmes for citizens" shall be replaced by the words "the development and approval of territorial programmes of State guarantees to the citizens of the Russian Federation free of charge".
