The Minister for Infrastructure and the Environment,
Having regard to Directive No 2006 /126/EC of the European Parliament and of the Council of the European Union of 20 December 2006 on driving licences (PbEU L 403), and Article 111, fourth paragraph, of the Road Traffic Act 1994 ;
Decision:
The applicant for the test category D1 test category shall demonstrate knowledge and understanding of the rules set out below, as well as knowledge of, and understanding of, those rules to the extent that they apply to other road participants:
a. of the Road Traffic Act 1994 : Articles 1, 1st paragraph , 2, first to third members , 5 , 6 , 7 , 8 , 9 , 10 , 11 , 12 , 21, 1st Member , 36, first, third, fifth and sixth member , 37, first and second members , 40, first and fourth members , 41 , 60, 1st Member , 72 , 81, 1st Member , 107, first and second members , 108, first paragraph, parts a, b and c , 118 , 123 , 123b , 124 , 125 , 130 , 131 , 132 , 160 , 162 , 163 , 164, first to third paragraphs , 174, first and second members , 179 , 180 , 181 , 182 , 184 and 185 ;
b. of the Rules of Procedure and Control of Traffic (1990) : Articles 1 to 98 and the corresponding rules of the Regulation Annex 1 and 2 , as well as the usual indications placed by the road operator for the guidance of traffic or for the information of road users;
c. of the Administrative provisions on road transport : Articles 3 , 4 , 6 , 8 and 9 ;
d. of the Driving licences : Articles 1 , 5 , 9, first paragraph, part (e), second paragraph , 15 , 17 , 18 , 24 , 25a and 104a ;

The applicant for the test category D1 test category shall demonstrate knowledge and understanding of the factors and risks listed below, which are relevant to participation in the transport sector:
a. the importance of alertness and attitude to fellow road users;
b. the change in observation capacity, capacity of assessment, reaction capacity and behavioural change in a driver due to a state of mind, fatigue, and of the use of alcohol, drugs and medicinal products;
c. the main guidelines for the retention of distance, stopping distance and road location of the vehicle in a variety of road and weather conditions;
d. traffic hazards associated with the road conditions, in particular changes due to the weather condition and the time of day or night;
e. the restriction of the field of vision determined for the driver and the co-road user by the characteristics of the vehicle;
f. the specific characteristics of the vehicle, such as manoeuvrability and stability;
g. the characteristics of the different types of road and the rules relating thereto;
h. the specific risks related to the inexperience of fellow road users and to the participation in traffic by the most vulnerable categories, such as children, pedestrians, cyclists, riders, drivers of mopeds and vehicles with limited mobility. speed and persons who are hindered in their mobility
i. Environmental aspects related to the use of the vehicle;
j. the precautions to be taken for the exit of the vehicle;
k. It is safe driving in tunnels.
The applicant for the theoretical category D1 driving licence category shall demonstrate knowledge of the mechanical components which are of interest to the driving safety in the case of traffic and are capable of detecting the most frequent defects which are likely to occur in the course of the test. may occur, in particular, to
a. Steering equipment;
b. suspension;
c. braking;
d. tyres;
e. lighting and direction-indicator lamps;
f. speed limitation device;
g. reflectors;
h. Rear-view mirrors;
Windscreen wipers and windscreen wipers;
j. exhaust;
Safety belts.
The applicant for the theoretical category D1 driving licence category shall demonstrate:
a. of the safety devices of the vehicles, in particular the use of safety-belts and safety devices for children of interest in traffic-related matters;
b. in respect of the provisions of the Working Time Act , the Working time decision transport and provisions based thereon;
c. of the Passenger Transport Act 2000 , the Decision of Transport and provisions based thereon;
d. of the vehicle and transport documents required for national and international transport of goods and persons;
e. measures in the event of accidents, in particular measures to be taken after an accident or similar event, including emergency measures such as evacuation of passengers and the basic principles of first aid;
f. of safety requirements related to the vehicle, the load and passengers.
The applicant for the theoretical category D1 driving licence category shall demonstrate knowledge and understanding of:
a. Driver's responsibility with regard to the carriage of passengers;
b. the comfort and safety of passengers;
(c) transporting children;
d. The necessary checks prior to the road driving;
e. the different types of buses.
The applicant for the theoretical category D1 driving licence category shall demonstrate:
a. Rules relating to driving and rest periods as set out in Regulation (EC) No 1021/No Decision No 561/2006 of the European Parliament and of the Council of 15 March 2006 on the harmonisation of certain social legislation relating to road transport;
b. The use of control equipment as described in Regulation (EEC) No 1418/EEC 3821/85 the Council of 20 December 1985 on recording equipment in road transport;
c. the precautions to be taken when changing wheels;
d. Requirements concerning weights and dimensions;
e. Requirements concerning speed limitation devices.
1 The Articles 1 to 6 shall apply mutatis mutandis to applicants for the theory examination for the driving licence category D, intended in Article 53, eighth paragraph, of the Rules of Procedure .
2 The applicants referred to in paragraph 1 shall also be informed of:
a. the principles of construction and operation of an internal combustion engine;
b. The function and operation of lubricating systems of engine oil, coolant, and rute-fuel fluid;
c. the principles of the construction and operation of the fuel system;
d. The principles and functioning of the electrical system;
e. the principles and operation of coupling, gearbox and powertrain;
f. various structures of tyres, the points of concern for mounting tyres and the correct use and maintenance of tyres;
g. the safety aspects relating to the types, operation, main components, assembly, use and daily maintenance of braking devices and speed limitation devices when taking part in the traffic;
h. the principles of the types, operation, main parts, assembly, use and daily maintenance of the torque mechanism and the locking device;
recognising failures by means of instruments, infopanal and visual inspection, and subsequently taking appropriate measures;
j. preventive maintenance of vehicles and necessary repairs, taking proper measures and monitoring before, during and after the ride in relation to their own safety, the environment, as well as the (row) technical and traffic safe state of maintenance of the vehicle.
Article 7, second paragraph , shall apply mutatis mutandis to applicants for the practical examination for the driving licence category D, intended in Article 53, 10th paragraph of the Rules of Procedure .
The Scheme requirements theory-examination driving category D shall be withdrawn.
This arrangement shall enter into force at the time of Article I, Parts A to L, of the Law of 26 January 2012 amending the Road Traffic Act 1994 and the Motor Vehicle Driving Law 1993 in connection with the implementation of the third driving licence directive (Stb. 2012, 39) enters into force.
This arrangement is cited as: Scheme requirements for theory examinations driving licence categories D1 and D.
This arrangement will be set out in the Official Journal.
