Pursuant to Section 5 (1) Nos. 3, 4 and 5 in conjunction with Section 12 of the Law on the Law of the Seas, as amended by the Notice of 13 September 1984 (BGBl. 1213) in conjunction with Section 4 of the General Lots Ordinance of 21 April 1987 (BGBl. 1290), of which Article 5 (1) of the Law on the Law of the Seas was last amended by Article 282 (1) of the Regulation of 29 December 1990. § 1 Definitions

For the purposes of this Regulation, seagoing vessels shall be vessels registered in a maritime register or a comparable foreign register, with the exception of sea transport, with the exception of seawater vessels. (2) Vessel vessels under this Regulation shall be ships within the meaning of Article 21 (1) of the Maritime Order of 22 December 1986 (BGBl. 141), as amended, which are registered in a maritime register and are operated mainly by sea. (5) Seelotsrevised are driving routes and sea areas for which the provision of uniform and permanent pilotage services is arranged for the safety of navigation. (6) Bad weather position is the position on which the transfer of pilotage is due to bad weather. (7) The length of a ship within the meaning of this Regulation shall be: the length over everything in meters, measured from the front edge of the front even to the edge of the axle, including fixed attachments. Width of a ship is the width over everything in meters (maximum hull width of the ship including fixed attachments). The draught of a ship is the largest draught in metres on the route to be covered. In so far as it is authorised in this Regulation, it may be interpolated in relation to the length and width in the ratio of 1:10. In this case, 1.00 m more length is 0.10 m less wide and 1.00 m less length 0.10 m more width. The maximum upper limits specified in the respective provision may not be exceeded after interpolating. Lengths are to be rounded up to whole meters and widths to entire decimetres up to only 0.5 and to round off from 0.5. The width shall be the maximum width, including any charge overhangs. In the case of trawls, the sum of the lengths of tugs and appendices is relevant without taking into account the length of the towing leash. (8) Landradarberatung is the advice of a ship by pilots from a traffic control centre. (9) Type-identical ship means a ship comparable to the dimensions and manoeuvring characteristics and identical in the type. With regard to the dimensions, it is possible to compare the dimensions if the dimensions are lower or if the length upwards does not exceed 5 m and the width upwards does not exceed 0,5 m. § 2 Lotsenbrüderschaft

The Lots service on the Seelotsrevier Ems is the responsibility of the sailors, which are united in the Lotsenbrotherschaft Emden. Unofficial table of contents

§ 3 Lotsenstations, Lotto change

(1) At the Seelotsrevier Ems there are pilotage stations in Emden and on Borkum. (2) The change of pilotage between the seamen for the routes towards the seeward Emden and the seamen for the routes to the sea harbours in the east is carried out in the Area Emden-Reede. Unofficial table of contents

§ 4 Lotsenversetzpositions

(1) Sea otters are offset and picked up in the area of the "Westerems" luminescent tonne (53 ° 39,3 'North and 006 ° 16,3' East) and in the area of the light tonne "GW/TG". § 5 Lotto request and transfer maneuvers

(1) Leaders of ships who are obliged to accept a seamen or who wish to adopt a sea ott shall request the seamen in good time in accordance with paragraphs 2 and 3 of the Emden pilotage station. (2) The requirement shall include:
1.
the name, length, breadth and gross tonnage of the ship;
2.
the actual draught of the ship,
3.
the position of the takeover of the seamen,
4.
the date (two-digit) and the local time (four digits) of the expected information or departure at or from the position of the takeover of the seamen,
5.
the position to which a lottery consultation is to take place,
6.
in the case of a requirement for the piloting position in the case of the "GW/TG" beacon, the type of possibility of acceptance by helicopter or pilotage seatbelt.
7.
the port of destination,
8.
last port of departure,
9.
the freeboard and the height of the pilotage entry above the waterline.
(3) The time and the consignee of the pilotage requirement shall be determined in accordance with Appendix 1 to this Regulation. (4) If the seamen is transferred or picked up during the journey, the ship ' s guide shall be subject to the order of the offspring or the convoy of the convoy by means of a corresponding Allow and facilitate driving behaviour or other appropriate maneuvers. § 6 Obliged to accept an on-board controller

(1) Leaders of seagoing vessels shall be obliged to accept a pilot on board;
1.

2.
on the routes inland from the piloting position "Westerems" with sea-going vessels with a length of 90 m or more, a width of 13 m or a draught of 6 m, which enter the Ems in order to seek protection only on a talk and not intended to enter into a port or a transhipment or office in the mouth of the Emsmündung,
3.
if the transfer of the pilots is carried out on the bad weather position, with seagoing ships with a length of 170 m or more or a width of 28 m, as well as car transporters and ro-ro ships with a length of 140 m or more or width from 23 m on the road routes from bad weather to the position of the lottery "Westerems".
(2) Leaders of tankers shall be obliged to accept a pilot on board;
1.
on the routes inland from the transfer position "Westerems", except for the Emden-Reede, with all tankers,
2.
on the routes inland from the transfer position "Westerems" with all the tankers entering the Ems to seek refuge and not intend to have a port or a terminal in the mouth of the river running,
3.
on the routes between the piloting position in the case of the "GW/TG" beacon and the "Westerems" piloting position with tankers of a length of 150 m or more or 23 m wide.
(3) With regard to the length and breadth of a ship, it may be interpolated in accordance with section 1 (8). The following upper limits shall not be exceeded:
1.
for ships referred to in paragraph 1 (1) and (2): length 95 m and width 13,50 m,
2.
for ships referred to in paragraph 1, point 3: length 145 m and width 23.50 m for car transporters and ro-ro ships, length 175 m and width 28.50 m for other seagoing vessels,
3.
For ships referred to in paragraph 2, point 3: length 155 m and width 23.50 m.

Section 7 Exceptions to the obligation to accept pilotage

Exempt from the obligation to accept pilotage are the guides of the federal and port and shipping administrations of the countries as well as the guides of tankers of a length up to and including 60 m and a width up to and including 10 m in the traffic between Emden and Delfzijl or Eemshaven and Delfzijl or Eemshaven and Emden. § 8 Liberation of the acceptance obligation of an on-board controller without a request for sea-going vessels

(1) Seeschiff's guide shall be exempt from the obligation to accept pilotage, including a length up to and including 120 m, a width up to and including 19 m, and a draught of up to 6 m inclusive
1.
on a journey route if they have previously carried on board the ship at least six times under the guidance of pilotage with this ship within the last 12 months and they provide proof of this by means of a certificate issued in accordance with Appendix 2;
2.
have sufficient German language skills and assure them by means of a certificate according to Appendix 2; and
3.
as long as the ship is equipped with a properly operating radar device as well as with a flawlessly operating VHF telephone system with the channels required for the route to be covered.
In the case of a ship operator who has already received a waiver referred to in paragraph 1, on the acquisition of further exemptions referred to in paragraph 1 on this route, experience journeys as referred to in paragraph 1, point 1, shall be reduced to three journeys under pilot guidance. Board. (3) With regard to the length and breadth of a ship, it may be interpolated in accordance with § 1 (8). The upper limit shall be 125 m in length and 19.50 m in width. (4) The exemption shall be valid for 12 months and shall be extended by 12 months in each case if the ship's guide with the same vessel is at least equal to the journey during the preceding 12 months. six times. § 9 Liberation of the acceptance obligation of an on-board controller on request for sea-going vessels

(1) Leader of seagoing vessels may be exempted from the obligation to accept the pilotage at the request of the Maritime Safety Authority
1.
on a route between the "Westerems" and the Emden pilotage position if they have previously been on board with this ship within the last twelve months at least 24 times under the guidance of the pilots and they provide proof of this by provide a certificate in accordance with Appendix 2;
2.
demonstrate sufficient knowledge of the waterways and traffic regulations in the course of an inspection before the Maritime Safety Authority; and
3.
they have sufficient German language skills and assure them by means of a certificate issued in accordance with Appendix 2.
(2) Leaders of vehicles, who are employed on the Seelotsrevier with works on the development or maintenance of the federal waterways, can be exempted from the obligation to accept the pilotage at the request of the shipping office.
1.
on a journey route if they have been using this vehicle at least six times during the last twelve months since the commencement of the contract and they have provided proof of this by means of a certificate issued in accordance with Appendix 2 provide,
2.
demonstrate sufficient knowledge of the waterways and traffic regulations in the course of an inspection before the Maritime Safety Authority; and
3.
they have sufficient German language skills and assure them by means of a certificate issued in accordance with Appendix 2.
(3) The exemption provided for in paragraph 1 or paragraph 2 shall only release the guide of a maritime shipping company from the obligation to adopt an on-board controller;
1.
as long as the ship is equipped with a properly operating radar device and with a properly operating VHF telephone system with the channels required for the route to be covered, and
2.
as long as the draught is less than 6 m.
The limit of draught referred to in the first sentence of paragraph 2 shall not apply to vehicles referred to in paragraph 2. (4) After passing the examination, the skipper shall obtain a certificate of relief from the vessel or vehicle on his or her name and on the name of the ship or vehicle. § 10 Liberation for tankers

(1) The Maritime Safety Authority may, upon request, exempt from the obligation to accept the pilotage:
1.
A leader of a sea or inland tanker as a single-hull or double-hull vessel with a length up to and including 60 m and a width of up to 10 m inclusive,
2.
A guide for a sea or inland tanker with a length up to and including 90 m, a width up to and including 13 m, and a draught of not more than 6.00 m, which shall be subject to the conditions laid down in
a)
as a double-hull vessel
aa)
According to point 13 F (3) of Appendix 1 to the International Convention of 2 November 1973 on the prevention of marine pollution caused by ships, with the Protocol of 17 February 1978 to the Convention (BGBl I). 1982 II p. 2), as amended, or
bb)
within the meaning of the Regulation on inland waterway dangerous goods, as amended, or
b)
as a single-hull vessel with an AIS device with a graphical target display
aa)
, pursuant to Council Directive 96/98 EC of 20 December 1996 on marine equipment (OJ L 327, 31.12.1996, p. EC No L 46, Annex A.1/4.32), or
bb)
Having regard to Commission Regulation (EC) No 415/2007 of 13 March 2007 on the technical specifications for ship tracking and detection systems referred to in Article 5 of Directive 2005 /44/EC of the European Parliament and of the Council on harmonized Inland waterway information services (RIS) on inland waterways in the Community (OJ C 327, 28.4.2002, p. EU No 35).
(2) With regard to the length and breadth of a ship, it may be interpolated in accordance with section 1 (8). The following upper limits apply:
1.
For ships referred to in paragraph 1, point 1: length 67 m and width 10,70 m,
2.
For ships referred to in paragraph 1, point 2: length 95 m and width 13,50 m,
3.
for ships referred to in paragraph 1 (2) (a) with a draught of not more than 3.80 m: length 100 m and width 14.00 m.
(3) The exemption may be granted if the ship's guide
1.
a journey within the last twelve months with
a)
a sea or inland tanker referred to in paragraph 1 (1) six times
b)
the same ship referred to in paragraph 1 (2) (a), at least 12 times, or
c)
at least sixteen times the same vessel referred to in paragraph 1 (2) (b)
has been provided on board with the advice of pilots, and he provides proof of this by means of a certificate attesting to Annex 2,
2.
have sufficient knowledge of the conditions of driving water, traffic regulations and emergency management in the course of an examination before the Maritime Safety Authority, and
3.
has sufficient German language skills and is insured by a certificate in accordance with Appendix 2.
(4) The exemption granted shall only release the guide of a tanker from the obligation to accept an on-board controller as long as the ship is equipped with a properly operating radar device and with a fully operating VHF telephone system with the (5) After passing the examination, a certificate shall be issued and issued to the skipper responsible for the exemption, and shall be carried on board. Section 11 Deputy of the ship's guide

The regulations of § § 8 to 10 on the exemption from the obligation to accept the pilotage also apply to the deputy of the ship's guide, if he takes over the nautical guidance of the ship. § 12 Liberation of the obligation to accept pilotage in special cases

§ 13 Landradarberatung

Section 14 Order for the acceptance of seamen for the defence of a danger/revocation of exemptions

the length value listed in each case plus a maximum of 5,00 m, and
2.
the maximum value listed in each case plus a maximum of 0.50 m.

§ 16 Distance lotsings

§ 17 Administrative Offences

2. Ships expiring and suburban transport
