By means of which the "Amending Protocol of the Constitution of the Andean Development Corporation" is approved, signed in the city of Caracas on October 24, 2005.
COLOMBIA CONGRESS
Having regard to the text of the "Amending Protocol to the Constitution of the Andean Development Corporation", signed in the city of Caracas on 24 October 2005, which reads:

AMENDING PROTOCOL TO THE AGREEMENT ESTABLISHING THE ANDEAN PROMOTION CORPORATION
the Plenipotentiaries of the Republic of Bolivia, the Republic of Colombia, the Republic of Ecuador, the Republic of Peru and the Bolivarian Republic of Venezuela, accredited by their respective Governments according to their powers awarded in good and due form,
that the political and economic transformations of the Latin American and Caribbean countries observed in recent years have provided an important impetus to the process of regional integration, conceived in a the context of progressive opening and economic complementarity;
Acknowledging that the Presidents of the Andean Countries registered in the "Caracas Act" of May 1991, their decision to invite other Latin American countries to participate in the capital of the Andean Promotion, in order to strengthen trade and investment between Andean countries and other Latin American countries;
that the Andean Development Corporation is prepared to advance the promotion of common activities among Latin American and Caribbean countries, through the development of competitive advantages based on their experience, their knowledge of integration, their financial soundness and their privileged position in the international capital markets; and
Having present that at the meetings of the Presidents of the Andean Community of Nations (CAN) and the Common Market of the South (Mercosur), the action of the Andean Development Corporation in support of the sustainable development and integration, as well as the desirability of having a regional bank based on strengthening and extending its capital through the participation of other Latin American countries;
AGREE:
The Convention amended by the provisions of this Amending Protocol is the Convention of the Andean Development Corporation, dated 7 February 1968, hereinafter referred to as the "Constitutive Convention".
Article 3o of the Constitutive Convention is amended as follows:
"The Corporation aims to promote sustainable development and regional integration by providing multiple financial services to clients in the public and private sectors of their shareholder countries."
Article 59 of the Constitutive Convention is amended as follows:
" This Convention is open to the accession of all countries of Latin America and the Caribbean that meet the conditions for their accession to be determined by the Shareholders ' Assembly. The instruments of accession shall be deposited with the Ministry of Foreign Affairs of the Bolivarian Republic of Venezuela.
The Convention will enter into force for the acceding country thirty (30) days after the Shareholders ' Assembly determines that the conditions for its accession have been met, including the presentation of the corresponding instrument of accession. The Shareholders ' Assembly shall consider and approve the adjustment of the relevant provisions of this Convention, motivated by the accession of a new State. "
This Amending Protocol shall enter into force on the date when they have been deposited with the Ministry of Foreign Affairs of the Bolivarian Republic of Venezuela, the instruments of ratification corresponding to all Parties Contractors.
IN FE OF THE CUAL the respective Plenipotentiaries subscribe to this Amending Protocol on behalf of their respective Governments, in the city of Caracas, at the twenty-four days of October of two thousand five.

DECRETA:
ARTICLE 1o. approve the "Amending Protocol to the Constitution of the Andean Development Corporation," signed in the city of Caracas, on October 24, 2005.
ARTICLE 2o. In accordance with the provisions of Article 1 of Law 7ª of 1944, the "Amending Protocol to the Convention of the Constitution of the Andean Development Corporation", signed in the city of Caracas, 24 October 2005, which is approved by Article 1 of this Law, will force the country from the date on which the international link with respect to it is perfected.
ARTICLE 3o. This law governs from the date of its publication.
