THE CONGRESS OF COLOMBIA,
By means of which the President of the Republic of extraordinary powers is taken to issue rules related to the military and national police forces.
DECRETA:
ARTICLE 1o. Pursuant to article 150 of the Political Constitution, review the President of the Republic of precise powers. extraordinary, up to the end of six (6) months, counted from the promulgation of this law, to issue the rules of the race, the regulations of disciplinary regime and of evaluation of the officers and subofficers of the Forces Military; the regulation of psycho-physical fitness, disabilities, invalidades and free-zations of the Military Forces and the National Police and the career regime and/or status of the professional soldier as well as the discipline and ethics regulations for the National Police, the evaluation and classification regulations for the National Police personnel, career rules of the National Police officers and non-commissioned officers, professional career rules of the executive level of the National Police, the statutes of the civil personnel of the Ministry of Defense and the National Police; the structure of the health system of the Military Forces and the Police National and other provisions are dictated.
ARTICLE 2o. In development of the extraordinary powers referred to in the previous article, the President of the Republic may revoke, modify or add among others the following decrees: 1211/90, 85/89, 1253/88, 94/89, 2584/93, 575/95, 354/94, 572/95, 1214/90, 41/94, 574/95, 262/94, 132/95, 352/97, 353/94 and the other subject-related rules.
ARTICLE 3o. The Mesas Directives of both Houses will appoint a special integrated commission as well: five (5) Senators of the Republic and five (5) Representatives to the House, in order to participate in the development of these powers and in the elaboration, revision and concertation of the final texts of the restructuring decrees. From the law drafting commission will be part of the Attorney General of the Nation or your delegate.
PARAGRAFO. The legislative decrees that are dictated in the development of these powers will not be considered codes.
ARTICLE 4. This law governs from its enactment.
