Having regard to the text of the "Convention between the Government of the Republic of Colombia and the Government of the Russian Federation on Cultural and Scientific Cooperation", signed in Santa Fe de Bogota, D. C., on November 26, 1997, which reads:

" AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA AND THE GOVERNMENT OF THE RUSSIAN FEDERATION ON CULTURAL AND SCIENTIFIC COOPERATION
The Government of the Republic of Colombia and the Government of the Russian Federation, hereinafter referred to as "the Parties", in their aspiration to strengthen friendly relations, to increase mutual understanding and trust between them. The two countries have agreed to expand cultural ties between the two countries in the fields of culture, art, science, education, film, media, sport, youth exchanges and tourism. next:
ARTICLE 1o. The Parties, in accordance with the provisions of this Convention, shall develop multi-faceted cooperation in the field of culture, science and education.
ARTICLE 2o. Each Party shall do its utmost to disseminate the artistic and cultural values of the other Party by promoting the respective state, public and private initiatives.
ARTICLE 3o. The Parties will promote the establishment of direct contacts in the field of culture and assist in the performance of artistic tours, both of professional groups of opera, music, theatre and others, as soloists.
ARTICLE 4. The Parties shall report in due course on conferences, competitions, festivals and other international events in the field of culture and art that take place in their country.
ARTICLE 5o. The Parties shall contribute to the cooperation between museums, libraries and state archives, taking the necessary measures to provide adequate guarantees during the transfer and exhibition of cultural goods.
The Parties will contribute to direct cooperation between national libraries, especially in terms of access to information material on Russian or Colombian issues.
ARTICLE 6o. The Parties will encourage the development of direct contacts and cooperation between cultural institutions, arts organizations, associations, funds and other cultural and cultural organizations. education of both countries on the basis of the signing of protocols, programs and other working documents.
ARTICLE 7o. The Parties will contribute to the mutual study of the experience acquired in the field of culture, art and literature, through the organization of conferences, symposia and other scientific forums. as through the exchange of specialists and the joint realization of scientific and research activities.
ARTICLE 8. The Parties shall, in accordance with the rules of international law and national law, take appropriate measures for the prevention of illegal entry, exit and transfer of property rights on the cultural assets of each country; they shall ensure cooperation between the competent state bodies of the Russian Federation and the Republic of Colombia in the exchange of information and in the taking of measures related to the restoration of the legal rights of property on the property (a) cultural and with the return of the latter in the event that they have entered or have been illegally removed from the territory of both States.
ARTICLE 9o. The Parties will contribute to cooperation in the field of cinematography and in the dissemination of the film art of their countries through the exchange, commercial or not, of films. The Parties shall encourage meetings between film personalities and specialists in the field of cinematography.
ARTICLE 10. The Parties shall encourage cooperation in the field of media, in particular through the conclusion of direct agreements between institutions and professional organizations. the joint production of audiovisual and printed materials, the exchange of specialists and the organisation of trade fairs and exhibitions.
The Parties will support cooperation between Russian and Colombian national radio and television companies. The terms and conditions of this cooperation shall be stipulated in direct agreements between the Parties.
ARTICLE 11. The Parties will encourage cooperation in the field of copyright protection and related rights. The regulations and conditions of this type of cooperation shall be laid down in special agreements between the Parties.
ARTICLE 12. The Parties shall assist in the creation and operation of cultural and information centers of both countries in the Russian Federation and the Republic of Colombia on the basis of reciprocity.
ARTICLE 13. The Parties will contribute to the cooperation between the archive centers of both countries through the exchange of specialists and the provision of technical assistance for the conservation of materials. files, including microfilming of file documents.
ARTICLE 14. The Parties shall develop cooperation in the field of science on the basis of direct agreements between the relevant organizations and departments.
ARTICLE 15. The Parties will contribute to the development of cooperation of mutual benefit between the Colombian Institute for the Development of Science and Technology "Francisco José de Caldas", Colciencias y la Russian Academy of Sciences.
ARTICLE 16. The Parties will contribute to the cooperation and exchange of experiences in the field of education through the granting of scholarships in areas of mutual interest, stimulating the exchange of specialists, scientists, students and students, the development of direct contacts between educational institutions, organizations of science, culture, art and sport and interaction in the field of professional preparation and training personnel.
ARTICLE 17. The Parties will stimulate cooperation for the teaching and dissemination of the languages of both countries in the education system at all levels, including adult education institutions; , by:
Selection and submission of teachers, lecturers and consultant specialists;
The provision of manuals and teaching materials and cooperation in the preparation of manuals;
The participation of teachers and students in the preparation and improvement courses conducted by the other Party;
The exchange of experiences in the field of current foreign language teaching technology;
The use of radio and television for the dissemination of the language of the other country;
The training of literature translators;
The exchange of scientists, teachers, undergraduate and graduate students and students in general, in order to deepen their knowledge of the language and conduct research in the field of linguistics.
ARTICLE 18. The Parties shall contribute to the mutual recognition of diplomas, degrees and degrees of higher education. In this respect, negotiations will be held in order to sign an agreement in this field.
ARTICLE 19. The Parties will encourage cooperation among youth organizations and associations, as well as direct contacts between young people in both countries.
ARTICLE 20. The Parties shall cooperate in the field of public health and medical science on the basis of direct agreements between the respective organizations and institutions.
ARTICLE 21. The Parties will contribute to the development of cooperation in the field of sport and physical education and will stimulate the direct links between athletes, coaches, organizations and teams. sports from both countries.
ARTICLE 22. The Parties will contribute to tourism exchanges in order to know each other and to disseminate the culture of both countries.
ARTICLE 23. The Parties shall periodically ensure the signature of programs in the field of culture, science and education, in which concrete activities and conditions are stipulated, both financial as otherwise for its realization.
To this end, the Colombo-Russian Joint Commission will be created for cooperation in the field of culture, science and education, which will meet in the cities of Bogota and Moscow, in turn. The coordination of the activities of the Joint Commission and the signing of the agreed exchange programmes will be carried out by the Ministry of Foreign Affairs of the Republic of Colombia and the Ministry of Foreign Affairs of the Federation of Russia.
ARTICLE 24. The disputes concerning the interpretation or application of this Convention shall be settled by mutual agreement between the Parties or in accordance with the procedures laid down by law. International for the Peaceful Solution of Controversies.
ARTICLE 25. On the date on which this Convention enters into force, the Convention on Cultural and Scientific Cooperation will be lost in relations between the Republic of Colombia and the Russian Federation. between the Republic of Colombia and the Union of Soviet Socialist Republics, signed on 3 August 1970. The completion of the programme will not affect the implementation of the programmes and projects already initiated on the basis of the programme.
ARTICLE 26. This Convention shall enter into force on the date of the last notification on compliance by each of the Parties to the internal procedures necessary for its entry into force.
This Convention shall last for five (5) years and shall be automatically extended for subsequent periods of five (5) years, unless one of the Parties informs the other Party in writing of its intention to terminate it with a In advance not less than six (6) months before the date of expiry of the relevant five-year period.
The termination of this Convention shall not affect the implementation of the programmes and projects which are in operation and which have been implemented on the basis of this Convention.
Signed in the city of Santa Fe de Bogota, at twenty-six (26) days of the month of November of a thousand nine hundred and ninety-seven (1997), in two originals, each in Spanish and Russian, having both texts the same value.

DECRETA:
ARTICLE 1o. Approve the "Agreement between the Government of the Republic of Colombia and the Government of the Russian Federation on Cultural and Scientific Cooperation", signed in Santa Fe de Bogota, D. C., on 26 September. November 1997.
ARTICLE 2o. In accordance with the provisions of Article 1o. of Law 7a. In 1944, the Convention between the Government of the Republic of Colombia and the Government of the Russian Federation on Cultural and Scientific Cooperation, signed in Santa Fe de Bogota, on 26 November 1997, which was signed by Article 1 of this Law approves, will oblige the country from the date on which the international link with respect to it is perfected.
ARTICLE 3o. This law governs from the date of its publication.
