Through surplus resources which the effective date of the subaccount 1997 insurance risks are intended catastrophic and traffic accidents Solidarity Fund and Health Guarantee.

THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. Surplus resources force 1997 subaccount insurance catastrophic risks and traffic accidents Solidarity Fund and Guarantee Health, will be used to finance healthcare services to the population linked to the system, not covered by benefits schemes contributory or subsidized the General System of Social Security in Health. These resources will be distributed according to the criteria for such purpose by the National Council of Social Security in Health, among the institutions providing health services or those private partnerships with which the nation or territorial entities will sign contracts for that purpose.
Article 2.
. This law applies from the date of publication.
