By means of which the Departmental Assemblies of Caldas and Risaralda are authorized to order the issue of the stamp University of Caldas and Universidad Nacional based in Manizales and Universidad Tecnológica de Pereira for the development of the Coffee Axis into the third millennium.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. Authorize the Departmental Assembly of Caldas, to order the issuance of the Estampilla "University of Caldas and National University of Manizales, towards the third millennium", whose product is For the investment and maintenance in the physical plant, sports scene, musical instruments, endowment, purchase and maintenance of equipment required and necessary to develop in the Universities of Caldas and National-headquarters Manizales- new technologies in the areas of: Biotechnology, new materials, microelectronics, information technology, information system, communications, robotics and the provision of libraries, laboratories, distance education, and other elements and goods of infrastructure required by these higher education institutions.

ARTICLE 2o. Authorize the Departmental Assembly of Caldas, to determine the characteristics, rates and all other matters concerning the mandatory use of the stamp, in the activities and operations to be carried out in the department and in the municipalities of the department. The acts issued by the Assembly of the Department, in development of the provisions of this law, will be brought to the attention of the National Government through the Ministry of Finance and Public Credit.

ARTICLE 3o. Facultó to the Municipal Councils of the department of Caldas so that, after authorization of the Departmental Assembly, make obligatory the use of the stamp that by this law is authorized with destination to the University of Caldas and Nacional-headquarters Manizales-.

ARTICLE 4. The obligation to adhere and annul the stamp referred to in this law is left to the departmental and municipal officials to intervene in the acts.

PARAGRAFO.

ARTICLE 5o. The collection of the stamp shall be for the purposes of Article 1. of this law.

PARAGRAFO 1o. The rate referred to in this law may not exceed 2% of the value of the fact subject to lien.

PARAGRAFO 2o. The value of the collections will be distributed equally between the University of Caldas and the Universidad Nacional-headquarters Manizales.

ARTICLE 6o. The issue of the stamp whose creation is authorized, will be up to the sum of fifty billion pesos ($50,000,000,000) and in time of twenty (20) years, starting from its validity.

PARAGRAFO. Fulfilled any of the above alternative conditions, the expiration of the term; or the total collection of the authorized sum, shall issue the purpose of this law.

ARTICLE 7o. The control of the collection and the transfer of the resources to the Universities, will be in charge of the Comptroller General of the Department of Caldas, or in its defect to the Municipal Comptroller's Office delegated with jurisdiction and jurisdiction over tax control.

ARTICLE 8. Authorize the Assembly of Risaralda to order the issuance of the Estampilla -Pro Universidad Tecnológica de Pereira-of the same conditions, characteristics, time and amount of authorization for the Universities of Caldas and National Headquarters Manizales contemplated in this law.

ARTICLE 9o. This law governs from its enactment.
