THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. The Republic of Colombia exalts the memory of Dr. Jorge Eliecer Gaitan, in the fifty years of his assassination that will be fulfilled on April 9, 1998, who was an insigner, a driver and This is the first step in the fight for the moral and democratic restoration of Colombia, the country's national redemption manager in the face of the political country, a symbol of citizen coexistence, and a great fighter for strengthening the country. b) The Congress of the Republic will edit, print and promote the publication of twenty thousand copies of a book with the memoirs of Jorge Eliecer Gaitán, a work written by his daughter Gloria Gaitan;

c) The Ministry of Communications will issue a stamp of different denominations with the effigy of Jorge Eliecer Gaitán from April 9, 1998, where his ideas, strength and a legend will be reflected that he will express: " I am not a man, I am a village ";

d) The Bank of the Republic, will design and issue a ticket with the effigy of Jorge Eliecer Gaitan, which will circulate throughout the national territory from April 9, 1998;

e) The National Government, through the Ministry of Communications, will finance a work dedicated to creating a video of fiction or documentary about the life and thinking of Jorge Eliecer Gaitan;

f) The National Government, through the Colombian Institute of Participation, "Collparticipate", will call for a creative contest in illustrated stories and will draw up a fiction card on the life and thinking of Jorge Eliecer Gaitan;

g) The National Government, through "Colpartaking", will finance and promote a Congress on Participatory Democracy, which will discuss the Thesis of Gaitan and Simon Bolivar on the Fourth Power, "The Moral Power," as Gaitan will call it, drawing inspiration from the Liberator and the modern conception of transition with a Ministry of Participation;

National Government will promote, through the Ministry of Foreign Affairs and the National Commission of Commemoration of the OAS, the linkage of the countries that make up our America to obtain from the different the donation of sculptures and works of art, representative of each country, to be placed in the "National Exploratory" by the respective delegates that integrate the Memorial Conference of the 50 years of the Organization of States Americanos, OEA;

i) The National Government through the Ministry of Interior will promote the First American Indigenous Summit, which is currently being prepared by the Nobel Prize Foundation Rigoberta Menchú.

ARTICLE 3o. The National Government will make appropriate appropriations, starting from the 1997 budget for the execution of the expenses required by this law.
