By means of which the issue of the Academic Prodevelopment and Decentralization of Educational Services of the University of Córdoba is authorized.

COLOMBIA CONGRESS

DECRETA:

ARTICLE 1o. Authorize the Córdoba Departmental Assembly to order the issue of the stamp "Academic Prodevelopment and Decentralization of Educational Services of the University of Cordoba", whose produced will be used for investment and maintenance of the physical plant, editorial fund, sports and cultural scenarios, endowment, purchase of equipment required for the academic development of the University of Córdoba and extension of the programs academics to the municipalities of the department in the in-person mode, semi-presential, concentrated and at a distance, according to the needs of the environment.

ARTICLE 2o. The issue of the stamp "Academic Prodevelopment and Decentralization of Educational Services of the University of Cordoba," whose creation is authorized, will be up to the sum of one hundred billion pesos. weights ($100,000,000,000.00), at constant 1996 prices.

ARTICLE 3o. Authorize the Córdoba Departmental Assembly to determine the characteristics, rates and all other matters concerning the mandatory use of the stamp in the activities and operations to be carried out in the department and in the municipalities of the department. The ordinance issued by the Cordoba Assembly under the provisions of this law will be released to the National Government through the Ministry of Finance and Public Credit.

PARAGRAFO.

ARTICLE 4. Optional to the Municipal Councils of the department of Cordoba, to make it mandatory, after the authorization of the Department of Assembly, to use the stamp authorized by this law.

ARTICLE 5o. The collection of the stamp shall be for the purposes of Article 1. of this law.

PARAGRAFO. The rate referred to in this law may not exceed two percent (2%) of the value of the fact subject to the lien.

ARTICLE 6o. The obligation to adhere and annul the stamp referred to in this law is left to the departmental and municipal officials to intervene in the acts.

ARTICLE 7o. The control of the collection, the transfer of the resources to the University of Cordoba and the investment of the funds coming from the fulfillment of this law will be in charge of the Comptroller General of the Department of Cordoba and municipal comptroller.

ARTICLE 8o. This law governs from its enactment.
