By which the life and work of the writer Gonzalo Arango are exalted and other provisions are dictated.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. On the occasion of the 20th anniversary of the death of the Colombian writer, glory of the American letters and journalist of deep vocation, Gonzalo Arango; the Republic of Colombia honors and exalts its memory, as one of the great national letters that knew how to give literary glory to our Homeland with its unmistakable and unmistakable style.

ARTICLE 2o. To contribute to the dissemination of his work and to perpetuate especially among Colombians his humanistic ideals, it is available that the National Government will execute the following works:

a) Within the annual budget of the University of Antioquia, incorporate the corresponding item to finance the academic functioning of the "Gonzalo Arango Chair";

b) To acquire or assign a headquarters to perform a vast literary work; to promote, organize and stimulate the creation of literary centers; to seek the cultural formation of poets, writers and artists of all fields; to promote the realization of of recitals, literary tertulias, lectures, concerts, exhibitions, meetings and in general all kinds of certamenes aimed at fostering culture and art in the country; to develop a broad program of exchange and cultural cooperation with legal and natural persons, national and foreign; disseminate, by means of communications and publications the literary texts of poets and writers who in a motivated critical judgment deserve to be published. In the case of acquisition or adequacy, the National Government shall make the corresponding appropriation in the budget of the next term and through Colcultura or the entity that assumes its functions, shall regulate its operation;

c) The Ministry of Communications will issue its postage stamp as a tribute to this Colombian insigni;

d) An oil portrait of the writer Gonzalo Arango will be placed in the hall of the Municipal Library of Andes, Antioquia, a town that saw him born;

e) The national scholarship Gonzalo Arango will be created, as a stimulus to two high schools in the Andes, Antioquia, who want to study Philosophy and Letters at a public university. The Ministry of Education shall regulate the systems of competition and allocation.

ARTICLE 3o. Authorize the National Government to order, within a year, counted from this law, the necessary budget transfers to comply with the provisions.

ARTICLE 4. This Law governs from the date of its sanction.
