THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. For purposes of this law, the following terms shall have the scope indicated below for each of them.

There must be intervened explicit or implicit agreement between the partners on the use of a code enabling the organization of messages transmitted taking a particular medium or channel of communication.
Prevention is understood as the adoption of measures to prevent a physical, intellectual, psychiatric or sensory impairments (primary prevention) or at preventing impairments from causing a permanent functional limitation or disability (secondary prevention) occurs. Prevention may include many different types of action, such as primary health care, prenatal and postnatal child care, education in nutrition vaccination campaigns against communicable diseases, measures to control endemic diseases, standards and security programs, prevention of accidents in different environments, including adaptation of workplaces to prevent occupational disabilities and diseases, and prevention of disability resulting from pollution of the environment or caused by armed conflict.
Rehabilitation: Rehabilitation is a process designed to ensure that people with disabilities are able to achieve and maintain optimal functional state, from the point of physical, sensory, intellectual, psychological or social, so that they have means to change their lives and become more independent. Rehabilitation may include measures to provide or restore functions, or compensate for the loss or lack of a function or a functional limitation. The rehabilitation process does not involve initial medical care.
It covers a wide range of measures and activities from more basic and general rehabilitation to goal-oriented activities, such as vocational rehabilitation.
Interpreter for the Deaf: People with extensive knowledge of the Colombian Language Manual that can perform simultaneous translation of the Spanish language spoken in the Manual and vice versa. Effective Jurisprudence

ARTICLE 3. The State will sponsor research, teaching and dissemination of Language Manual Colombiana. Effective Jurisprudence


ARTICLE 4. The State shall ensure that at least one of the daily news programs of national audience includes translation Colombian Language Manual. ARTICLE 6o. ARTICLE 7. The State shall guarantee and provide the assistance of qualified interpreters to make it a means through which deaf people can access all services as Colombian citizens were under the Constitution. For this, the State organized through Government buildings or Agreements with Associations of the Deaf, the presence of interpreters for access to these services.

Article 8. The State shall provide the necessary mechanisms for the production and import of all kinds of equipment and specialized auxiliary resources required in the areas of education, communication, training and rehabilitation in order to facilitate the interaction of the deaf person with the environment.

Article 9. The state will subsidize deaf people for the purpose of facilitating the acquisition of assistive devices, auxiliary electroacoustic and all kinds of elements and equipment needed to improve their quality of life.

ARTICLE 10. The State shall ensure that establishments or undertakings at the national, departmental, district and municipal ownership interest that is a percentage of occupationally linked. A deaf people who can not be included occupationally the State shall give priority to be included in the Subsidized Social Security. Effective Jurisprudence

ARTICLE 11. The State shall establish legal protection for the father, mother or who have under their care or legal protection, facilities available in their working hours, for medical, therapeutic and educational care for their children. Effective Jurisprudence

ARTICLE 12. The state will provide and guarantee the necessary financial resources and define financing strategies for implementation of this law.

ARTICLE 13. The President of the Republic shall exercise the regulatory power of this law within a period of twelve (12) months.

Article 14. This Law governs from its publication and repeals provisions that are contrary.
