By means of which the Luis Carlos Galan Sarmiento International Prize is created and other provisions are dictated.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. Create the International Prize "Luis Carlos Galan Sarmiento" in order to exalt the work of the person, working group or national and international institution that has stood out for its contribution to the strengthening of democracy, peace and human rights.

ARTICLE 2o. The President of the Republic will deliver personally and in a solemn session, the International Prize "Luis Carlos Galan Sarmiento", on August 18 of each year, Democracy Day in Colombia.

ARTICLE 3o. The International Prize "Luis Carlos Galan Sarmiento" will be awarded by a jury of five (5) people of recognized moral and intellectual suitability, who have been outstanding for their permanent contribution and commitment to democracy, peace and the defence of human rights, the designation of which shall be:

-One by the President of the Republic.

-One by the Ministry of National Education, which should be a prominent exponent of academic life without a link to this Ministry.

-One by the Board of the Institute for the Development of Democracy "Luis Carlos Galan Sarmiento", of an international character.

-One by the Maximum College of Academies.

-One by the Colombian Association of Universities

PARAGRAFO. Jury members will be different for each year. Likewise, the Colombian Association of Universities will also give participation to the universities that are based in the territorial entities.

ARTICLE 4. The International Prize "Luis Carlos Galan Sarmiento" will consist of a diploma, a representative and distinctive symbol, an award consisting of a sculpture alluding to the objectives contained in the 1or. of this law, elaborated by a national or foreign artist and the sum of one hundred thousand dollars (US$ 100,000.00) or its equivalent in Colombian pesos.

The expenses of transportation, maintenance and accommodation incurred by the recipient shall be recognized as the recipient of the prize or the award-winning delegate or institution and a companion, up to a stay of at least two (2) days. as the jury fees, charged to the Budget of the Institute for the Development of Democracy Luis Carlos Galan Sarmiento.

PARAGRAFO. The Ministry of Finance and Public Credit, through the Directorate General of the Budget, will have the relevant to carry out the respective appropriations in the budget of the Institute for the Development of Democracy Luis Carlos Galan Sarmiento, for the proper implementation of this Law.

ARTICLE 5o. The prize will be awarded to a single person, working group or institution. It may exceptionally be shared when the merits of award-winning individuals, groups or institutions are complemented.

ARTICLE 6o. The Institute for the Development of Democracy Luis Carlos Galan Sarmiento, through its board of directors, will be responsible for drawing up the corresponding regulation to award the International Prize "Luis Carlos Galan Sarmiento."

ARTICLE 7o. This Law governs from the date of its publication.
