THE CONGRESS OF COLOMBIA,
DECREES: TITLE I.
OF AGRICULTURAL AND FORESTRY PROFESSION
ARTICLE 1o. For all legal purposes, understood by the following agricultural and forestry professions:
Agricultural Engineering, Forest Engineering, Agricultural Engineering and Agronomy Agrology.
EXERCISE OF AGRICULTURAL AND FORESTRY PROFESSION
. REQUIREMENTS FOR THE EXERCISE OF AGRICULTURAL AND FORESTRY PROFESSION. To exercise the agricultural and forestry professions required to accredit their training and professional competence, by submitting the respective recognized qualification in accordance with the law and obtain the professional license issued by the National Professional Council of Professions Agricultural and Forestry, which is created in the this Act.
ARTICLE 3. License plates issued to Agronomic Engineers, Forestry Engineers, Agricultural Engineers, Agrólogos and agronomists by the Ministry of Agriculture and Rural Development and the National Professional Council of Engineering and Architecture, prior to the enactment of this Act, remain valid and boast authentic.
PARÁGRAFO. While the National Professional Council of Agricultural and Forestry Professions, professional fees of Agronomic Engineers, Forestry Engineers, Agricultural Engineers, Agronomists is created Agrólogos and shall be issued by the Ministry of Agriculture and Rural Development.
ARTICLE 4. OF PROFESSIONAL TUITION. They can only get professional tuition Agronomic Engineering, Forest Engineer, Agricultural Engineer, Agrologist and Agronomist, practice the profession and use the title within the national territory:
a) Those who have obtained or obtain the respective professional title in schools officially recognized universities;
B) nationals and foreigners who hold or obtain the respective professional title in universities operating in countries with which Colombia has signed treaties or agreements on reciprocity of securities;
C) National and foreigners who hold or obtain a professional degree in universities operating in countries with which Colombia has not concluded treaties or agreements on equivalence of diplomas provided validation of title to the competent authorities according request with the rules established for it.
The 5th ITEM. BIDDING. Any proposal submitted to public entities on matters of competence of agronomists, foresters, Agricultural Engineers, Agronomists Agrólogos and according to this Law shall be subject to the provisions of the legislation on government procurement in the country.
OF PROFESSIONAL CAREER ADVICE AGRICULTURAL AND FORESTRY
ARTICLE 6o. NATIONAL COUNCIL OF PROFESSIONAL CAREER AGRICULTURAL AND FORESTRY. Create the Professional Professions Council of Agricultural and Forestry, as the body responsible for the control and surveillance of racing of Agricultural Engineering, Forest Engineering, Agronomy Agricultural Engineering, Agrology and which shall consist of:
a) The Minister of Agriculture and Rural development or his delegate;
B) The Minister of the Environment or its delegate;
C) A representative of the programs of existing agricultural and forestry races in the country, elected from among themselves;
D) The General Manager of the National Institute for Land, INAT, or his delegate;
E) The General Manager of the Colombian Agricultural Institute, ICA or his delegate;
F) The President or Executive Secretary of the Colombian Federation of Agronomic Engineers, Forestry Engineers, Agricultural Engineers, Agronomists Agrólogos and appointed by the Board of those professionals or elected at the General Assembly of Members guilds;
G) Two Representatives of Regional Associations of Agronomic Engineers, Forestry Engineers, Agricultural Engineers, Agronomists and Agrólogos.
PARÁGRAFO. Professional members of the National Council of Agricultural and Forestry Professions, except the Ministry of Agriculture and Rural Development, legal representatives of INAT and ICA should be professionals Agricultural and Forestry areas.
ARTICLE 7. The National Professional Council of Professions Agricultural and Forestry will be based in the city of Bogotá, DC, and its functions are:
a) issue its own regulations;
B) To register, control and issue professional licenses of the agricultural and forestry professions;
C) Promote the upgrading, training, research and academic quality in the areas of Agricultural and Forestry professions;
D) Advise the natural or legal persons, public and private entities carrying Agricultural and Forest functions when requested;
E) Encouraging the exercise of the agricultural and forestry professions within the principles of professional ethics;
F) Punishment professionals agronomic and forest areas for breaches of professional ethics in the performance of their activities, may be fined, temporarily suspend or cancelarles professional tuition according to the seriousness of the offense and the procedure laid down in the Code of Professional Ethics;
G) Ensure that anyone working in the field of agricultural and forestry occupations meet the requirements listed in this Act.
Article 8. PROFESSIONAL ADVICE OF OVERHEAD OF AGRICULTURAL AND FORESTRY PROFESSION. Créanse Professional Councils Sectionals Professions Agricultural and Forestry in those departmental capitals, where a number of professionals exist in those areas adiscrecionalidad the National Professional Council of Professions Agricultural and Forestry or where they operate or will operate Powers Professions Agricultural and Forestry duly approved by the State.
TITLE IV. GENERAL PROVISIONS
Article 9. ADVISORY BODIES. Associations, Professional Societies and Guilds of Agricultural and Forestry Professions officially operating in the country, are advisory bodies to the Sectional Councils Professions Agricultural and Forestry.
ARTICLE 10. ADVISORY BODIES. Federations, Associations, Professional Societies and Guilds of Agricultural and Forestry Professions officially operate in the country, will be consultative bodies of the national government, departmental, district and municipal.
Article 11. This Act shall enter into force on the day following its publication in the Official Journal and repeals other provisions that are contrary.
