DECRETA:
OF AGRONOMIC AND FORESTRY PROFESSIONS
ARTICLE 1o. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. See Summary of Vigency Notes on the Repeal of this Law > For all legal effects, be understood by agronomic and forestry professions to the following:
Agronomic Engineering, Forestry Engineering, Agricultural Engineering, Agrology and Agronomy.
FOR THE EXERCISE OF AGRONOMIC AND FORESTRY PROFESSIONS
ARTICLE 2o. REQUIREMENTS FOR THE EXERCISE OF AGRONOMIC AND FORESTRY PROFESSIONS. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. View Summary of Vigency Notes on the Repeal of this Law > To exercise the agronomic and forestry professions, it is necessary to prove their training and professional suitability, by presenting the respective recognized title according to the law and obtain the professional registration issued by the National Professional Council of Agricultural and Forestry Professions, which is created in this Law.
ARTICLE 3o. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. View Summary of Vigency Notes on the Repeal of this Law > The Enrollments Issued to the Agronomic Engineers, Forest Engineers, Agricultural Engineers, Agrologists and Agronomists by the Ministry of Agriculture and Rural Development and the Council Professional National Engineering and Architecture, prior to the validity of this Law, retain their validity and are presumed authentic.
PARAGRAFO. While creating the National Professional Council of Agronomic and Forest Professions, the professional enrollments of the Agronomic Engineers, Forest Engineers, Agricultural Engineers, Agrologists and Agronomists shall be issued by the Ministry of Agriculture and Rural Development.
ARTICLE 4. OF THE PROFESSIONAL TUITION. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. View Summary of Vigency Notes on the Repeal of this Law > You will only be able to obtain the professional registration of Agronomic Engineer, Forestry Engineer, Agricultural Engineer, Agrologist and Agronomist, to practice the profession and to use the corresponding title within the national territory:
(a) Those who have obtained or obtain the respective professional title in the faculties of officially recognized universities;
(b) Nationals and foreigners who have obtained or obtain the respective professional title in universities operating in countries with which Colombia has concluded treaties or conventions on the reciprocity of diplomas;
(c) Nationals and foreigners who have obtained or obtain the professional title in universities operating in countries with which Colombia has not concluded treaties or conventions on the equivalence of diplomas whenever requested Validation of the title to the competent authorities in accordance with the rules for this purpose.
ARTICLE 5o. BIDDING. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. View Summary of Vigency Notes on the Repeal Of This Law > All Proposal Submitted to Public Entities on Competition Matters of Agricultural Engineers, Forest Engineers, Agricultural Engineers, Agrologists and Agronomists according to the law. This Law shall be subject to the provisions of the current legislation on administrative procurement in the country.
OF PROFESSIONAL AND AGRONOMIC CAREER COUNCILS
ARTICLE 6o. OF THE NATIONAL PROFESSIONAL COUNCIL OF AGRONOMIC AND FORESTRY PROFESSIONS. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003 > Create the Professional Council of Agricultural and Forestry Professions, as an organ responsible for the control and surveillance of the Agronomic Engineering, Forestry Engineering, Agricultural Engineering, Agrology and Agronomy, which will be integrated by:
(a) The Minister of Agriculture and Rural Development or his delegate;
b) The Minister of the Environment or his delegate;
c) A representative of the country's existing agronomic and forestry programs, chosen from among themselves;
d) The General Manager of the National Institute of Land Adequation, INAT, or its delegate;
e) The General Manager of the Colombian Agricultural Institute, ICA or its delegate;
(f) The President or Executive Secretary of the Colombian Federation of Agricultural Engineers, Forestry Engineers, Agricultural Engineers, Agrologists and Agronomists, appointed by the Board of Directors of these professional or elected representatives in the General Assembly of Associates;
g) Two Representatives of the Regional Associations of Agronomic Engineers, Forest Engineers, Agricultural Engineers, Agrologists and Agronomists.
PARAGRAFO. The members of the National Professional Council of Agricultural and Forestry Professions, with the exception of the Ministry of Agriculture and Rural Development, of the legal representatives of INAT and ICA, must be professionals from the Agronomic and Forest areas.
ARTICLE 7o. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003 > The National Professional Council of Agronomic and Forestry Professions will be based in the city of Santafe in Bogotá, D. C., and its functions are:
a) Dictate your own regulation;
b) Register, control and issue professional agronomic and forestry professional registration plates;
c) Promote the updating, training, research and academic quality in the areas of the Agronomic and Forestry professions;
(d) Advising natural or legal persons, public and private entities carrying out Agronomic and Forestry functions upon request;
e) Promoting the exercise of agronomic and forestry professions within the postulates of professional ethics;
f) Punish professionals in agronomic and forestry areas for lack of professional ethics in the performance of their activities, being able to fine, suspend them temporarily or cancel their professional registration according to the severity the lack of and the procedure laid down in the Code of Professional Ethics;
g) Velar because anyone working in the field of agronomic and forestry professions complies with the requirements listed in this Law.
ARTICLE 8o. OF THE SECTIONAL PROFESSIONAL COUNCILS OF THE AGRONOMIC AND FORESTRY PROFESSIONS. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003 > Creanse Sectional Professional Councils of Agronomic and Forestry Professions in those capitals of departments, where there is a certain number of professionals in these areas to be provided by the National Professional Council of Agricultural and Forestry Professions or where the Faculties of Agronomic Professions will work or become operational; and Forestry duly approved by the State.

ARTICLE 9o. ADVISORY BODIES. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. See Summary of Vigency Notes on the Repeal Of This Law > The Associations, Professional Societies And Associations Of Agronomic And Forestry Professions that officially operate in the country, will be advisory bodies of the Sectional Councils. Agricultural and Forestry Professions.
ARTICLE 10. ADVISORY BODIES. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. See Summary of Vigency Notes on the Repeal of this Law > Federations, Associations, Professional Societies and Gremials of Agronomic and Forestry Professions that will officially function in the country, will be consultative bodies of the government National, Departmental, District and Municipal.
ARTICLE 11. 5 of Law 1325 of 2009 > 78 of Law 842 of 2003. See Summary of Notice of Vigence on the Repealing of this Law > This Law, will take effect the day after its publication in the Official Journal and repeals other provisions that are contrary to it.
