Whereby the hoisting of the National Flag and placement of national symbols in public establishments is ordered and educational, military and police and representations of Colombia in the outside facilities, and other provisions
CONGRESS oF COLOMBIA DECREES dictate
:
ARTICLE 1o. Ordered the hoisting of the National Flag and National Emblem placement, permanently and throughout the national territory, to the main entrance of the buildings where they operate national public entities, departmental, district or municipal; in garrisons and military and police facilities and educational establishments; Likewise, at the headquarters of diplomatic and consular missions of Colombia abroad.
Article 2.
. The specifications of the national emblems are those that are defined by law.

ARTICLE 3. Rectors or directors of public or private institutions of primary and secondary education, should be held once a week during the academic periods, a civic ceremony with participation of all students, which will include the raising of the national flag and sing the National Anthem of the Republic of Colombia.

ARTICLE 4. Public officials exercising the highest authority in the entities and facilities referred to in the article 1, in educational establishments official basis shall strictly comply with this law. Otherwise, they will be punished in accordance with the existing disciplinary system or in accordance with the regulations issued by the National Government.
PARÁGRAFO. When noncompliance with the orders in Articles 1st and 3rd, should occur in educational establishments private, they, as legal persons shall be punished by a competent authority, with successive fines of five (5) minimum monthly wages up to one hundred (100) wages minimum monthly.

The 5th ITEM. Departmental, district or municipal planning offices, as appropriate, indicate the precise sites where the national flag will be hoisted when public or private that this law refers to buildings, are located in areas declared historical national monuments or constitute areas.

ARTICLE 6o. The National Government ordered the National Institute of Radio and Television, Inravisión, producing a program of fifteen (15) minutes, alluding to the raising of the national flag, including the implementation of the National Anthem, a tribute to the Flag national and an apology to a Colombian hero or a significant event in the history of our independence, which will be broadcast on Sundays starting at eight o'clock (8:00 am) on channel 3 and the national Broadcasting Inravisión of Colombia (Inravisión Radio).
PARÁGRAFO. The National Institute of Radio and Television, will have the services of interpreters or letters that reproduce the texts used in the Sunday program covered by this Act for persons with hearing impairments. Effective Notes


ARTICLE 7. The Ministry of Communications * advance mechanisms conducive to regional television stations, radio networks and independent radio stations private, relayed the Sunday program that treats the Article 6 simultaneously and voluntarily, for which the Government national may establish incentives and subsidies may be necessary. Article 8. Since the enactment of this law, channels and television stations and broadcasting stations that have continuous programming 24 hours daily, will issue the official version of the National Anthem of the Republic of Colombia daily at six o'clock (6:00 am) and six p.m. (6:00 pm).
TV channels and broadcasting stations have daily partial programming must issue the official version of the National Anthem of the Republic of Colombia at the beginning and close their daily work.
PARÁGRAFO. TV channels, radio networks and independent broadcast stations private, to relay the program established in Article 6, shall be exempted from the obligation prescribed in Article 8 during Sundays.


Article 9. The Ministries of Government, Foreign Affairs, Education and Communication, dissemination and ensure compliance with this Act, within the scope of its powers.

ARTICLE 10. The Minister of Education shall render a semiannual report to the Second National Congress Committees on compliance with the provisions in this Act, the beginning of the legislative session and resume it after the break, for which the Government ministries, Foreign Affairs and Communications, shall report to the Minister of Education result of the management of their respective ministries, regarding the dissemination and enforcement of this Act in its competence.

Article 11. This Law governs from its promulgation.
