Whereby Article 41 of the Constitution is regulated and other provisions.
CONGRESS OF COLOMBIA DECREES
:
ARTICLE 1o. In order to obtain the bachelor's degree in any of its forms, all students must have completed fifty hours of Constitutional Studies.
PARÁGRAFO. Authorize the Ministry of National Education to regulate how the subject should be that submitted.
Article 2.
. The rectors of public and private schools will be required to undertake activities that promote democratic participation of students.
PARÁGRAFO. Supervisors education or who do often, in their assessments, ensure compliance with the foregoing.

ARTICLE 3. The Ombudsman held regional meetings with municipal representatives. In order to guide them and instruct them in the promotion, teaching and dissemination of fundamental rights and values ​​of citizen participation. Municipal representatives, in turn, carried out in their respective municipalities the guidelines laid down by the regional meetings. For this decentralized entities must provide any assistance required.

ARTICLE 4. The Constitutional Court, the Supreme Court, the State Council, the Supreme Council of the Judiciary, the Superior Courts and Administrative Courts, promote the dissemination of jurisprudence and doctrine emanating from such bodies.

The 5th ITEM. Authorize the National Government to create in partnership with private entities, a non-profit organization that operates as Databank of Legal Information. This database will be open to all natural and legal persons, public and private, and may charge for the services it provides.
PARÁGRAFO. The National Government is authorized to make the contributions necessary for the operation of said Databank.

ARTICLE 6o. The National Government will ensure that during the thirty days preceding any election national, disseminated through all channels of radio and television messages illustrating how to participate in the contest and the advantages that the democratic system is participation citizen.

ARTICLE 7. The National Government shall regulate this Law within three months.

Article 8. All those engaged in literacy work must include as a matter of elementary study, concerning democratic institutions.

Article 9. This Law governs from their publication.
