By which article 41 of the National Constitution is regulated and other provisions are dictated.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. To be able to obtain the bachelor's degree in any of its modalities, every student must have completed fifty hours of Constitutional Studies.

PARAGRAFO. Authorize the Ministry of National Education to govern how the subject should be submitted.

ARTICLE 2o. The rectors of public and private schools will have an obligation to carry out activities that promote the democratic participation of students.

PARAGRAFO. Education monitors or those who do the times, in their assessments, will ensure compliance with the above.

ARTICLE 3o. The Ombudsman's Office will hold regional meetings with the Municipal Persons. In order to guide them and instruct them in the promotion, teaching and dissemination, of the fundamental rights and values of citizen participation. In turn, the municipal people will execute in their respective municipalities the guidelines outlined by the regional meetings. To this end, the decentralised entities must provide all the necessary cooperation.

Within the report presented annually to the Congress by the Ministry to which the decentralized entities are attached, which will collaborate in the realization of these ends, they will have to relate the events held with their participation. Likewise, the Personers will do so in their annual reports to the respective Municipal Councils.

ARTICLE 4. The Constitutional Court, the Supreme Court, the Council of State, the Superior Council of the Judiciary, the Superior Courts and the Administrative Courts, will promote the disclosure of the case law and the doctrine emanated from those organisms.

ARTICLE 5o. Authorize the National Government to create in association with private entities, a non-profit organization that operates as a Legal Information Data Bank. This Data Bank will be open to all natural and legal persons, public and private, and will be able to charge for the services it provides.

PARAGRAFO. The National Government is authorized to make the necessary contributions to the operation of the aforementioned Data Bank.

ARTICLE 6o. The National Government will ensure that during the thirty days prior to any national election, it is spread across all radio and television channels, messages illustrating the way to participate in the contest and the advantages that the citizen participation has for the democratic system.

ARTICLE 7o. The National Government will regulate this Law within three months.

ARTICLE 8o. All those performing literacy work should include as a matter of elementary study, what is relative to democratic institutions.
