CONGRESS oF COLOMBIA DECREES
ARTICLE 1o Assembly it authorizes the Department of Santander to order the Stamp Issue "Pro-Universidad Industrial de Santander" the proceeds of which will be allocated as follows: seventy-five percent (75%) will be for the Industrial University of Santander, ten percent (10%) to the University of Peace and fifteen percent (15%) remaining will be for Technological Units of Santander.

ARTICLE 2o. seventy-five percent (75%) that is article 1 of Law 1216 of 2008 will be distributed as follows:
- thirty-five percent (35%) will be allocated to construction, expansion, adaptation, maintenance, acquisition or provision of physical infrastructure, technological , computer or telecommunications.
- Twenty percent (20%), missionary activities for undergraduate or postgraduate studies to be developed at Headquarters UIS Guatiguará, Piedecuesta.
- Twenty-five percent (25%), missionary activities to finance undergraduate or graduate at the regional headquarters of the Industrial University of Santander.
- Ten percent (10%), for the acquisition of texts or journals; in digital format or on paper.
- Ten percent (10%) remaining will fund research programs or projects, within which projects should be included regional impact.
PARÁGRAFO. The remaining percentages occurring in the collection of the Watermark Pro-UIS be sent to the destinations referred to in Articles 1st and 3rd of Law 1216 of 2008. Editors Notes
ARTICLE 3. The remaining percentage of that is article 1 of this law, ie ten percent (10%) for the University of Peace in Barrancabermeja and fifteen percent (15%) corresponding to the Technological Units of Santander in Bucaramanga, it will be distributed in percentage terms as follows: forty percent (40%) for the maintenance, expansion and improvement of the current physical plant; another thirty percent (30%) for provision and purchase of equipment needed to implement research and thirty percent (30%) remaining will be invested according to priorities established by the Board of Directors of each entity. ARTICLE 4. The issuance of the Pro-Universidad Industrial de Santander stamp, whose creation is authorized, it will be up to the sum of two hundred billion pesos. The total amount collected is set at constant prices of 2007. Effective Notes
The 5th ITEM. Authorize the Departmental Assembly of Santander to determine the features, rates and all other matters concerning the mandatory use of the stamp on the activities and operations to be carried out in the Department and its municipalities. The ordinance issued by the Assembly of Santander in development of the provisions of this Act shall be released to the National Government through the Ministries of Education, Finance and Public Credit and Communications.
ARTICLE 6o. Municipal Council is empowered to Santander Department for prior authorization of the Departmental Assembly mandate use of the stamp authorizing this Law.
ARTICLE 7. Authorize the Department of Santander to raise the values produced by the use of Pro-Universidad Industrial de Santander stamp on the activities to be carried out in the Department and its municipalities.
Article 8. The requirement to affix the stamp and void the law refers to, it is in charge of departmental and municipal officials involved in the events.
Article 9. The total collection of the stamp will go to the provisions of article 1. of this Law.
ARTICLE 10. The validity and control of the collection and investment of funds from the implementation of this law will be in charge of the Comptroller General of the Department of Santander and municipal comptrollers.
ARTICLE 11. This law governs from its promulgation.
