" By which the issue of the Pro-Industrial University of Santander is created and other provisions are dictated.

THE CONGRESS OF COLOMBIA,

DECRETA:

ARTICLE 1o. 1 of Law 1216 of 2008. The new text is as follows: > Authorize the Assembly of the Department of Santander to order the Emission of the "Pro-Universidad Industrial de Santander" Estampilla, whose production will be allocated as follows: the seventy-five percent. One hundred (75%) will be for the Industrial University of Santander, ten percent (10%) for the University of Peace and the remaining fifteen percent (15%) will be for the Santander Technology Units.

ARTICLE 2o. 7 of Act 1790 of 2016. The new text is as follows: > Seventy-five percent (75%) of what is dealt with in Article 1or Law 1216 of 2008 will be distributed as follows:

-- Thirty-five percent (35 percent) will go toward construction, expansion, adequacy, maintenance, acquisition or endowment of physical, technological, computer or telecommunications infrastructure.

-- Twenty percent (20 percent), for undergraduate or graduate missionary activities to be developed at UIS Guatiguara Headquarters, Piedecuesta.

-- Twenty-five percent (25%), to finance undergraduate or graduate missionary activities at the regional headquarters of the Industrial University of Santander.

-- Ten percent (10%), for the acquisition of texts or periodicals; in digital or paper format.

-- The remaining ten percent (10 percent) will be used to fund research programs or projects, within which regional impact projects should be included.

PARAGRAFO. The remaining percentages that occur from the Pro-UIS Estampilla collection will be referred to the destinations referred to in items 1or 3or Law 1216 of 2008.

ARTICLE 3o. 3 of Law 1216 of 2008. The new text is as follows: > The remaining percentage of the article 1or this law, that is, ten percent (10%) corresponding to the University of Peace in Barrancabermeja and the fifteen percent. One hundred (15%) corresponding to the Santander Technology Units in Bucaramanga, will be distributed as follows: forty percent (40%) for the maintenance, expansion and improvement of the current physical plant; another thirty percent (30%) for the provision and purchase of equipment needed to implement the research and thirty per One hundred (30%) remaining will be invested according to the priorities established by the Board of each entity.

ARTICLE 4o. 4 of Law 1216 of 2008. The new text is as follows: > The issue of the Pro-Industrial University of Santander, whose creation is authorized, will be up to the sum of two hundred billion pesos. The total amount raised is set at constant 2007 prices.

ARTICLE 5o. Authorize the Santander Department of Assembly to determine the characteristics, rates and all other matters concerning the mandatory use of the stamp in the activities and operations to be carried out in the Department and its Municipalities. The ordinance issued by the Assembly of Santander under the provisions of this law will be released to the National Government through the Ministries of Education, Finance and Public Credit and Communications.

ARTICLE 6o. Facultement to the Municipal Councils of the Department of Santander for prior authorization of the Departmental Assembly make it mandatory to use the stamp authorized by this Law.

ARTICLE 7o. Authorize the Department of Santander to collect the values produced by the use of the Pro-Industrial University of Santander stamp on the activities to be performed in the Department and in their Municipalities.

ARTICLE 8o. The obligation to adhere and annul the stamp referred to in the law is left to the departmental and municipal officials involved in the acts.

ARTICLE 9o. The total collection of the stamp shall be for the purposes set out in Article 1. of this Law.

ARTICLE 10. The validity and control of the collection and investment of funds coming from compliance with this law will be in charge of the Comptroller General of the Department of Santander and the Comptroller's Office. Municipal.
