ARTICLE 16. BUDGET APPROPRIATION AND CUSTOM FIDUCIA. The National Government is empowered to carry out the operations necessary budget for the 1994 elections, including appropriations and transfers necessary for this effect, in order to meet expenses connected to the electoral process.
PARÁGRAFO. the National Civil Registrar is authorized to contract directly and to celebrate custom trust regardless of the procedures on administrative contracts and incorporate, by the route indicated in this law, or by any others authorized by the amounts of the regular budget the trust in the case of goods or services necessary for the execution of the electoral process. ARTICLE 17. ISSUANCE OF BONDS. From the effective date of this law, the issuance of the certificate of citizenship and a first duplicate run entirely by the state and at no cost to the citizen.
National Government is authorized to make transfers, loans and counterclaims to cover all costs giving rise to the issuance of the certificate of citizenship. for the purpose of obtaining the document only, notaries in the country issued at no cost, authentic copy of the Civil Registry.
