tHE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. In accordance with ordinal 10 of Article 150 of the Constitution, revístese the President of the Republic of extraordinary powers for a period of six (6) months from the effective date of this law, for the following purposes: | || a. Issue rules on definition, classification and use of weapons and ammunition.
B. Establish the ownership, possession, possession of weapons, and voluntary return them to the state. Effective Jurisprudence


C. Regulate the import, export and sale of weapons, ammunition, explosives, and machinery manufacturing.
D. Report rules on classification, issuance and revalidation of safe conduct for carrying and possession of firearms.
E. Regulate regarding the operation and control of weapons collectors associations, shooting clubs and hunting industries and workshops armory.
F. Regulate the ownership and possession of firearms companies surveillance and security departments of legal persons. Effective Jurisprudence


G. Establish the regime of contraventions, and corrective action for possession and illegal possession of firearms, ammunition, explosives, raw materials, machinery and appliances manufacturing.
H. Seizure, forfeiture convertible fine and confiscation of weapons, ammunition and explosives seized material.
I. Sale and allocation of confiscated weapons and material in disuse.
J. Issue the status of private security, in particular on the following aspects: general principles, constitution, operating licenses and renewal of private security companies and security departments; labor regime; the surveillance and private security and corporate control regime; insurance, guarantees of private security service; regulations acquisition and use of weapons; uniform policy; regulation of electronic equipment for private security and surveillance and communications equipment and transportation; inspection and control mechanisms to the private security industry; safety, security and unarmed surveillance, advisory and consulting services in private security and private investigation; collaboration of private security with the authorities; sanctions regime, regulation of establishments and training in safety techniques private security. Article 2.
. I am hereby appointed a commission of six parliamentarians, 3 Senate and 3 of the House of Representatives, including the speakers or speaker coordinator, so that during the term given in article 1., Advise and contribute to the National Government in the aims and purposes of this law.
The Senators and Representatives of the Committee must belong to the Second Committees.

ARTICLE 3. This Act governs from the date of sanction.
