COLOMBIA CONGRESS
DECRETA:
ARTICLE 1o. Pursuant to the ordinal 10 of article 150 of the Political Constitution, review the President of the Republic of extraordinary for the term of six (6) months, counted from the validity of this law, for the following purposes:
a. To lay down rules on the definition, classification and use of arms and ammunition.
b. Establish the regime of ownership, transport, possession of arms, and voluntary return thereof to the State.
c. Regulate the import, export and marketing of weapons, ammunition, explosives, and machinery for their manufacture.
d. To point out the rules on classification, expedition and revalidation of laissez-passer, for the transport and possession of firearms.
e. To regulate the operation and control of associations of arms collectors, shooting and hunting clubs, industries and workshops of armory.
f. Regulate the ownership and possession of firearms of the surveillance companies and the security departments of legal persons.
g. Establish the regime of contraventions, and corrective measures for the possession and irregular carrying of firearms, ammunition, explosives, raw materials, machinery, and artifacts for their manufacture.
h. Seizure, fine convertible into confiscation and confiscation of weapons, ammunition and explosives, material seized.
i. Sale and allocation of seized weapons and disused material.
j. To issue the status of surveillance and private security, in particular on the following aspects: general principles, constitution, operating licences and renewal of private surveillance companies and security departments; The system of the service of supervision and private security and control of enterprises; insurance, guarantees of the service of private surveillance; regulation on the acquisition and use of arms; regulation of uniforms; regulation on equipment electronic surveillance and security and communications equipment and transport; inspection and control mechanisms for the private surveillance industry; protection, security and non-armed surveillance, advice, private security consulting and private research; surveillance and private security collaboration with the authorities; sanctions regime, regulation of training establishments and training in private surveillance security techniques.
ARTICLE 2o. Designate a committee of 6 parliamentarians, 3 of the Senate and 3 of the House of Representatives, including the rapporteurs or the rapporteur coordinator, so that during the term granted in the article 1o, advise and contribute to the National Government for the purposes and purposes of this law.
The Senators and Representatives of this Commission must belong to the Seconds Commissions.
ARTICLE 3o. This Act governs from the date of your sanction.
