THE CONGRESS OF COLOMBIA
seen the text of the "Protocol Relating to an Amendment to Article 50 a) of the Chicago Convention on International Civil Aviation", done at Montreal on October 26, 1990, which reads: |

the Assembly of the International Civil Aviation Organization, HAVING MET
at its twenty-eighth session (extraordinary) at Montreal on 25 October 1990;
HAVING NOTED the desire large proportion of Contracting States to enlarge the membership of the Council to ensure a better balance through increased representation of Contracting States;
Having considered appropriate to increase of thirty-three to thirty-six the number of members of that body;
Having considered necessary to amend, for the purpose aforesaid, the Convention on International Civil Aviation done at Chicago on December 7, 1944:
1. ADOPTS, in accordance with paragraph a) of Article 94 of the Convention aforesaid, the following proposed amendment thereto: "That in paragraph a) of Article 50 of the Convention the second sentence is amended by replacing 'thirty-three 'by' thirty-six ' ".
2. FIXED, in accordance with paragraph a) of Article 94 of the said Convention, one hundred and eight the number of States whose ratification is necessary for this proposed amendment comes into force.
3. RESOLVED that the Secretary General of the International Civil Aviation Organization draw up a Protocol in the languages, Spanish, French, English and Russian, each of which shall have the same authenticity, embodying the aforementioned amendment and the provisions below:
a) the Protocol shall be signed by the President and the Secretary General of the Assembly;
B) The Protocol shall be open to ratification by all States that have ratified the said Convention on International Civil Aviation or acceded to it;
C) The instruments of ratification shall be deposited with the International Civil Aviation Organization;
D) The Protocol will enter into force, with respect to the States which have ratified it on the date the eighth hundredth instrument of ratification is deposited;
E) The Secretary General shall immediately notify all Contracting States of the date of deposit of each ratification of the Protocol;
F) The Secretary General shall immediately notify the date of entry into force of the Protocol to all States parties to the Convention;
G) The Protocol will enter into force, with respect to any Contracting State ratifying after that date, from the time the instrument of ratification with the International Civil Aviation Organization to settle.
THEREFORE, under the above decision of the Assembly, this Protocol has been drawn up by the Secretary General of the Organization.
IN WITNESS WHEREOF, the President and the Secretary General of the aforesaid Twenty-eighth Session (Extraordinary) of the Assembly of the International Civil Aviation Organization, duly authorized by the Assembly, sign this Protocol.
DONE at Montreal on October 26 of 1990, in a single document in Spanish, French, English and Russian, each text being equally authentic. This Protocol shall be deposited in the archives of the International Civil Aviation Organization and the Secretary General of the Organization shall transmit certified copies thereof to all States parties to the Convention on International Civil Aviation done at Chicago on December 7, 1944 .

DECREES
:
ARTICLE 1o. To approve the "Protocol Relating to an Amendment to Article 50 a) of the Chicago Convention on International Civil Aviation", done at Montreal on 26 October 1990.
Article 2.
. In accordance with the provisions of article 1. 7a Act. 1944, the "Protocol Relating to an Amendment to Article 50 a) of the Convention on International Civil Aviation", done at Montreal on October 26, 1990, that the first article of this law is passed, will force the country from the date on which the international link is perfect therefrom.

ARTICLE 3. This Law governs from the date of publication.
