By means of which the "Protocol on an amendment to Article 50 (a) of the Convention on International Civil Aviation" is adopted, made in Montreal on October 26, 1990
THE CONGRESS OF COLOMBIA
having regard to the text of the "Protocol on an amendment to Article 50 (a) of the Convention on International Civil Aviation", made in Montreal on 26 October 1990, which reads:
PROTOCOL
CONCERNING AN AMENDMENT TO ARTICLE 50 (a) OF THE CONVENTION ON INTERNATIONAL CIVIL AVIATION, SIGNED IN MONTREAL ON 26 OCTOBER 1990.
The Assembly of the International Civil Aviation Organization,
HAVING MET at its twenty-eighth session (extraordinary) in Montreal on 25 October 1990;
HAVING NOTE of the desire of a large proportion of Contracting States to increase the number of Council members in order to ensure a better balance by means of greater representation of the Contracting States;
HAVING CONSIDERED FIT to raise from thirty-three to thirty-six the number of members of that organ;
HAVING CONSIDERED it necessary to amend, for the purposes specified, the Convention on International Civil Aviation, made in Chicago on December 7, 1944:
1. APPROVES, in accordance with the provisions of Article 94 (a) of the said Convention, the following proposal for an amendment to the Convention: 'Article 50 (a) of the Convention shall amend the second sentence by replacing' 30 and three 'for' thirty-six ' ".
2. In accordance with the provisions of Article 94 (a) of the said Convention, the number of Contracting States whose ratification is necessary for the proposed amendment to enter into force shall be eight.
3. RESOLVES that the Secretary-General of the International Civil Aviation Organization will draw up a Protocol in the languages, Spanish, French, English, and Russian, each of which will have the same authenticity, containing the amendment previously mentioned, as well as the following provisions:
(a) The Protocol shall be signed by the President and the Secretary-General of the Assembly;
(b) The Protocol shall be open for ratification by all States which have ratified or acceded to the said Convention on International Civil Aviation;
(c) The instruments of ratification shall be deposited with the International Civil Aviation Organization;
(d) The Protocol shall enter into force, with respect to the States that have ratified it, on the date on which the 100th instrument of ratification is deposited;
(e) The Secretary-General shall immediately communicate to all Contracting States the date of deposit of each of the ratifications of the Protocol;
(f) The Secretary-General shall immediately notify the date of entry into force of the Protocol to all States Parties to that Convention;
g) The Protocol shall enter into force in respect of any Contracting State that ratifies it after the said date, from the moment the instrument of ratification is deposited with the International Civil Aviation Organization.
ACCORDINGLY, pursuant to the aforementioned decision of the Assembly, this Protocol has been drawn up by the Secretary-General of the Organization.
IN TESTIMONY OF WHICH, the President and the Secretary General of the mentioned twenty-eighth session (extraordinary) of the Assembly of the International Civil Aviation Organization, duly authorized by the Assembly, sign the Protocol.
FACT in Montreal, on October twenty-six thousand nine hundred and ninety, in a single document written in the Spanish, French, English and Russian languages, each text having the same authenticity. This Protocol shall be deposited in the archives of the International Civil Aviation Organization and the Secretary-General of the Organization shall transmit certified copies thereof to all States Parties to the Aviation Convention. DECRETA:
ARTICLE 1o. Approve the "Protocol on an amendment to Article 50 (a) of the Convention on International Civil Aviation", made in Montreal on October 26, 1990.
ARTICLE 2o. In accordance with the provisions of Article 1o. of Law 7a. In 1944, the "Protocol on an amendment to Article 50 (a) of the Convention on International Civil Aviation", made in Montreal on 26 October 1990, which, by the first article of this Law, is adopted, will force the country from the date on to refine the international link with respect to it.
ARTICLE 3o. This Law governs from the date of its publication.
