To make good national target programs of clean water and rural sanitation (NSVSMTNT), the Ministry of planning and investment, Ministry of agriculture and rural development instructions a score as follows: i. the GOAL of the PROGRAM 1-to 2000: lift the proportion who used clean water up about 45%; Improving environmental hygiene, priority border regions, Islands, ethnic and other difficult countryside.

Public schools, hospitals, clinics and other public buildings in the countryside have clean water and keep the environment clean, most rural residents make good personal hygiene.

II. III. The SCOPE of the PROGRAM To ensure the supply of clean water and improved sanitation to rural areas in the correct target has been approved by the Government include:-management, investment in construction of the water supply serving the rural community;
-Manage and invest in the construction of works associated with the disposal of waste and livestock such as latrine construction, farm hygiene, waste disposal in rural villages;
-Contribute to the protection of water resources, combating pollution, depleted in the extraction process used to ensure keeping the hygiene and environmental landscape;

IV. INVESTMENT CONTENT 1-The source of investment capital for the programs and principles in use: a) the investment capital for the program include:-capital budgeting; the central budget, local budget, capital from other target programs are mainstreamed;
-International capital: sources from international aid organizations for programs under the agreement has been signed, the source from the non-governmental organization (NGO);
-Credit Capital: State loans with preferential interest rates to invest in construction of the water supply and sanitation;
-Capital of the population: mobilize people's contribution rates are defined in the circular of the Ministry of finance, Ministry of agriculture and rural development of 103/1999/TTLT/BTC-AGRICULTURE and rural development on 21 August 1999 and which of the individual organizations involved contribute to the investment program;
-Capital investments by the people.
b) using capital sources: b. 1) to capital budgeting (Central, local and international aid), mostly done:-planning of water supply and rural sanitation;

4-construction, appraisal and approval of projects: the creation, the browse projects according to the regulations on the management of investments and construction;

V. VI. The WORK PLANNED 1-construction and general plan.
