In order to minimize the harmful effects to the environment and hygiene of street landscape and urban management in order simultaneously to ensure the quality of building materials for consumers.
Pursuant to the Decree No. 02-CP-1-5, 1995 by the Government on goods, services and trade business prohibited goods and commercial services business conditions in the domestic market, after exchanging United with Ministry of Commerce and Ministry of science, technology and the environment , The build instructions for building material items of business conditions in the municipality as follows: i. GENERAL REGULATION 1. Every organization or individual commercial business operations for goods and construction materials business condition regardless of the economic component is of Vietnam or abroad must have business locations in accordance with the conditions specified in this circular.

II. BUSINESS CONDITIONS for the BUILDING MATERIALS BUSINESS CONDITION under article 9.2 a Decree No. 02-CP on 5 January 1995, the Organization, the individual sales of building materials must be of suitable location conditions. III. The AUTHORITY and PROCEDURES for the CERTIFICATION PROCEDURE for ELIGIBLE BUSINESS organizations, personal trading building materials items have conditions, ensuring the conditions prescribed in section II above, are considered qualified certification business (according to the form prescribed in Appendix).

e. with respect to individuals under Decree No. 66-HĐBT, building material business, records include: business license (if it has been the people's committees, districts, towns and cities in the level).
Application for certificate of eligibility of business building materials, including the content: full name, male, female, date of birth;

Legal papers on the right to use the land, where the business location.
The certification process a. receiving records held, personal business building materials are full of conditions specified in section II above, the file sent to the Department of construction of the central cities, where the location for construction materials business.
The Department is responsible for building the organization receiving records, checking the content, if the records are incomplete, the required additional litigants and complete records. Time to complete profile litigants do not count time accepting resumes.

IV. IMPLEMENTATION 1. This circular is effective as from 1 July 1995.
2. 4. 5. On the basis of the report on the situation and the results of the certification of the local building Department, the Ministry of construction will hold the audit guide the certification and the implementation of the business conditions of building materials in the municipality.
