The CIRCULAR of the MINISTER of FOREIGN AFFAIRS regulations regulations consular legalized FOREIGN MINISTER pursuant to article 26 of the Ordinance on 24/11/1990;
Pursuant to Decree 158/CP on 9/10/1961 Council of government mandates, powers and organization of the Ministry of Foreign Affairs;
Out circulars stipulated terms of consular legalization as follows: i. GENERAL RULES 1. Herewith, consular legalization is the certification of signatures and seals on the papers, official documents by the Agency, held in the area in the receiving country or certified for use in Vietnam or the papers, official documents by the Agency Vietnam organization, established or certified for use in the consular area in reception, and attest conformity of the text form of the papers, the document with the water law created the text.
2. The legalization by consular officials at the proceed to the consular office or diplomatic officer be authorized perform consular functions (hereinafter referred to as the consuls) conducted at the headquarters of diplomatic missions. These people have to be responsible before the law on the legalization of his behavior.

II. CONSULAR LEGALIZATION PROCEDURE 1. Prior to being legalized in diplomatic missions, consular agency in Vietnam, the papers, the document was created or notary in the receiving country must be the head of the Foreign Ministry of the country receiving or other agencies in the area are the foreign country receiving authentication credentials for the signature seal on the papers, that document. If required a certificate of conformity on the form the text of papers, legal documents with the country receiving consulates can request authentication section of the Foreign Ministry of the country receive must include this content.
The papers, the document was created or notarized in Vietnam to be head of the Vietnam Ministry of Foreign Affairs or other authority be Vietnam Foreign Ministry certificate credentials.
The papers, the document was created or certified in third countries must be diplomatic representations, consular authorities of that country in receiving water proof.
2. The responsibility to check the content and the purpose of use papers, documents that conform to the basic principles of the law of Vietnam.
If necessary, have the right to ask the litigants clear or present papers to demonstrate the use of paper documents.
3. In part, consular legalization does not attest the signature of the person signing the documents and seal of the Agency. The only certified signature of the person who is authorized and registered seal of the Ministry of Foreign Affairs set up text or other agency of the State or the Agency's credentials of diplomatic representatives, consular agency of the third country in the receiving countries.

III. IMPLEMENTING this circular is effective from the date of signing. Heads of diplomatic missions, consular agency of Vietnam abroad and who are delegated functions consuls abroad, the Director of the consular section is responsible for the implementation of this circular.
