GENERAL PROVISIONS 1. This circular is applicable for Vietnam citizens settled abroad bring Vietnam Passport; Vietnam descent carry foreign passports and accompanying relatives (including spouse, spouse's parents, children, spouse's own legal adoption) have confirmation of Vietnam representative offices in the country or of the Committee about the overseas Vietnam about family relationships above; Vietnam descent carry foreign passports have the career in national liberation, building the country of Vietnam representative offices in the country or of the Committee about the overseas Vietnam.
2. Vietnam origin referred to in point 1 section I of this circular is to understand who is currently or was previously Vietnam nationals; who are the father, mother, or grandmother, grandfather, grandmother, grandfather, currently or previously been Vietnam nationality.

-If the object is the legal adoption of the overseas Vietnam: certificate of legal adoption of the overseas Vietnam.
2.2. Proof of family relationship as parents, wife or husband; sons or her husband with the overseas Vietnam when on the water, including one of the valid papers (even those papers issued before 1975):-"verification has family ties with the overseas Vietnam" Vietnam representative agency in the country or the Committee on the Vietnam abroad.
-If the object is a parent or husband and wife who Vietnam abroad: paper married Vietnam abroad along with the birth certificate of the wife or husband of the overseas Vietnam.
-If the object is the spouse's own Vietnam people abroad: paper married Vietnam abroad along with own son's birth certificate.
 
III. The Order And PROCEDURE Of GRANTING The CONFIRMATION Of VIETNAM DESCENT Who HAS FAMILY TIES To The VIETNAMESE Abroad 1. Vietnam representative offices in the country or the Committee on the overseas Vietnam "Vietnam native certificate" for the objects stated in point 2 Items I and "certifications who have family ties with Vietnam people abroad" for the objects stated in point 3 of this circular section I.

2. Individuals wishing to apply for "verification Vietnam native" direct send affidavit please confirm to the Agency represented Vietnam in the country or the Committee on the Vietnam abroad (form prescribed in annex V accompanied), accompanied by a copy of a certificate in the papers referred to in point 1 section II of this circular.

5. During the period of 5 days from the receipt of the request of the aforementioned individuals, Vietnam representative offices in foreign countries or the Committee on the Vietnam overseas review, "Vietnam native certificate"; "The certificate of family relationship with the overseas Vietnam" or renew, at the same time answer results in writing to the individual requirements.
6. Vietnam representative agencies overseas to actively inform the content of the decision and the Prime Minister consider granting "Vietnam native certificate" certificate ", who had family ties with Vietnam people abroad" for personal needs.
The Committee on the overseas Vietnam consider to grant Vietnam native certificate "," certificate "who have family ties with Vietnam descent" for the cases already on water-demand but not granting endorsements in Vietnam representative offices in the country.
 
 IV. The Order And PROCEDURES Of PREFERENTIAL CERTIFICATE 1. Vietnam representative offices in the country or the Committee on the overseas Vietnam "preferential certificate" for the objects referred to in point 4 of section I of this circular (form prescribed in annex VII and VIII enclosed).
2.
