Pursuant to Decree No. 13/2003/ND-CP dated 19 February 2003 of the Government regulation of dangerous goods categories, transportation of dangerous goods by road;
The Ministry of industry guidelines for implementing some of the content of the Decree No. 13/2003/ND-CP dated 19 February 2003 of the Government regulation of dangerous goods categories, transportation of dangerous goods by road are as follows: i. GENERAL PROVISIONS 1. Scope, subjects of application this circular guides implementation of Decree No. 13/2003/ND-CP dated 19 February 2003 of the Government regulation of dangerous goods categories, transportation of dangerous goods by road including: additional dangerous goods list are industrial explosives; prescribed packing, packaging standards contain, container; Paste the symbol, signal danger for goods is explosives and dangerous industrial chemicals; understanding the conditions of workers and technical conditions for transport when transporting explosives and dangerous industrial chemicals.
This circular applies to organizations, individuals and foreign countries participate in the process of transport of industrial explosives and dangerous industrial chemicals for industrial production by road on the territory of Vietnam.
This circular does not apply to the following cases: a) the chemicals especially serve the purpose of national defense, the Ministry of Defense Security, Ministry of public security management;
b) the fuels, gas and liquid petroleum origin;
c) drug products, plant protection chemicals that kill insects;
d) radioactive substances.
2. Explanation of terms In this circular, the terms below are interpreted as follows: a) dangerous industrial chemicals is the dangerous chemicals used in industry are specified in Appendix 2 of this circular.
b) is party to the Organization, individuals are asked to transport of industrial explosives and dangerous industrial chemicals.
c) transport unit is the individual, organisation got made the transport of industrial explosives and dangerous industrial chemicals.

II. List Of INDUSTRIAL EXPLOSIVES, HAZARDOUS INDUSTRIAL CHEMICALS And PACKAGING REQUIREMENTS, Labeling, PASTE LOGOS DANGEROUS GOODS 1. Directory of industrial explosives and dangerous industrial chemicals a) industrial explosives category are specified in Appendix 1 of this circular.
b) category industrial chemical dangers of type 2, 3, 4, 5, 6 attached code UN dangerous number and are defined in annex 2 of this circular.
2. Packaging of industrial explosives and dangerous industrial chemicals a) packaging industrial explosives must comply with the provisions of the ISO 4586:1997.
b) The packaging of dangerous industrial chemical solids, liquids are divided into 3 levels specified in column 6 of table, category industrial chemical hazards, annex 2 of this circular are as follows:-the level of danger represented by the number I;
-The level of danger represented by numbers II;
-Low hazard level is indicated by the number III.
c) symbol packing for each category of dangerous industrial chemicals specified in column 7, the table category industrial chemical hazards, annex 2 of this circular.
d) material requirements, technical conditions and detailed packaging packing of dangerous chemical solids, liquids, and gas corresponding to each of the symbols referred to in column 7 of table, category industrial chemical hazards, annex 2 are specified in Appendix 3 of this circular.
DD) The production or transport of industrial explosives, hazardous industrial chemicals must have guaranteed equipment for packing in accordance with the provisions of the ISO 4586:97 for the explosives industry and the provisions in annex 3 of this circular for dangerous industrial chemicals , before shipping.
e) packaging, containers for dangerous industrial chemicals must be tested, calibrated according to the standards prescribed by the Ministry of industry. Packaged units must comply with the regulations on use, check and test the audience packing according to the technical standards for the packaging to be used.
g) technical industrial safety Bureau is responsible for coordinating with the Service function of building regulations on deadlines, processes and auditing standard packing of dangerous industrial chemicals.

-Direct Printing on the packaging containing the goods, if printed on sheets of paper or other material on, they must be firmly attached to the packaging containing the goods;
-Print area, the paste must be of contrasting colors with color marks, signalling dangerous and hazardous chemicals logo are specified in annex 4 of this circular, and a separate arrangement with the other sign capable of reduced effectiveness of the label signal dangerous industrial chemical.
III. TRANSPORT Of INDUSTRIAL EXPLOSIVES And DANGEROUS INDUSTRIAL CHEMICALS 1. Permits the transport of industrial explosives, hazardous industrial chemicals are only transported when packed in the right size, weight, packaging material and labels contain requested for each type of goods and the competent agencies licensed to transport.

-The necessary papers for the driver of vehicles according to the regulations of the Ministry of transportation.
c) technical conditions for the transport of dangerous industrial chemicals.
-Do not use the vehicle and hook to haul hazardous chemicals;
-Transport of chemicals must have a shower room for 2 people including 1 driver and 1 escorts;
-The shipping Party must make sure the requirements back escorts, auxiliary equipment and technical measures for shipping dangerous chemicals specified in ISO 5507:2002;

4. Responsibility for training, certification for people who work with dangerous chemicals a) industrial safety engineering Bureau under the Ministry of industry, in collaboration with the Service concerned is responsible for the training content for escorts, store keeper and who controls transport of dangerous industrial chemicals.
b) unit training, refresher driving, staff escorts, staff unloading of dangerous industrial chemicals to build training materials including the content specified in paragraph 3 of section IV of this circular, and is the acceptance of technical Industrial Safety Agency about the content of the document.

The Ministry of industry in collaboration with the ministries concerned to organize the periodic inspection and the observance of the laws and regulations in this circular.
