CIRCULAR guide salary regimes for military personnel; defense officials paid or subsistence from funds in the State budget execution clause 5 article 11 of Decree 204/2004/ND-CP dated 14 December 2004 by the Government on the salary for public servants and the armed forces;

4. beyond seniority allowance.

V. QUANTITATIVE COMPENSATION MODE 1. Non-commissioned officers, soldiers serving under the military service Act are covered under the rules about eating.

VI. IMPLEMENTATION 1. Paid military personnel and national defence employees must extract a portion of salary to social insurance and health insurance.
2. This circular have effect after 15 days from the date The report. Salary regime prescribed in this circular are entitled to count since 01/10/2004.
This circular replaces circular No. 715/TT-QP, on 24 May 1993 the Department of Defense instructions temporary regulations the new salary regime for professional military personnel, officers, non-commissioned officers, soldiers, national defence employees in the people's army and the regulations on wages contrary to the provisions of this circular are repealed.

3. The head of The General staff, general political Department and the Director of Finance-Ministry of Defense is responsible for guiding, inspecting the implementation of this circular.
The implementation process if there are obstacles the unit reflects on Department of Defense (through the Department of Finance-Ministry of defence) to consider and resolve.
