The SCIENTIFIC COMMITTEE of the CIRCULARS and TECHNICAL STATE of 1141/SCIENTIFIC-TĐC on 24-9-1983 STANDARD REGISTRATION INSTRUCTIONS i. GENERAL PROVISIONS 1. Under article 22 of the Charter of the standardization work attached to Decree No. 141-dated August 24, 1982 of the Council of Ministers, Vietnam standards, industry standards and local standards, after it is reviewed, issued must be registered at the scientific and Technical Committee of the State.
2. The revised text of the standard Vietnam, industry standards and local standards, after it is reviewed, issued also must please register as standard (hereinafter referred to the standards and the revised text of the standard is the standard).
3. The registration standard aims to:-make the registration of focus and unity of the Vietnam standards, industry standards and local standards;
-Ensure the standard level are consistent with each other;
-Eliminate the duplication of content between the standard;
-Ensures information focused on the standards.
4. the Vietnam standards and industry standards to be registered at the Bureau of standards-measurement-quality State, local standards are registered in the corresponding area of the Central Directorate of standard-measurement-quality state.
5. standard Vietnam because the President of the Council of Ministers or the Chairman of the scientific and Technical Committee of State approval, issued is registered immediately, not through the prescribed procedure in share II and part III.
Vietnam standards due to heads of branches, review credentials are issued is registered if it meets the following requirements:-be built according to the plans of the State of Vietnam standards;
-No left and no duplication of content with the Vietnam standards;
-In accordance with the guidance documents of the Committee on Science and technology and the State Bureau of standard-measurement-quality State;
-Presented in accordance with the regulations.
6. Industry standards and local standards to be registered if it meets the following requirements:-no left and not duplicate content with superior standards, with industry standards which the Ministry or local registered, must apply the standards that sets or locally that have considered , issued;
-In accordance with the guidance documents of the Committee on Science and technology and the State Bureau of standard-measurement-quality State;
-Presented in accordance with the regulations.
7. standard not yet registered shall not be applied to the popular national economy.
8. Standard-measurement-State quality agency is helping the scientific and Technical Committee of the State registration of the Vietnam standards and industry standards, is also the regional center of the Bureau of registration of local standards (hereinafter referred to the Agency on that post).
9. The standardization Administration Department in the Ministry, General or local (the Service of scientific and technical management in the Ministry, the General Directorate, the scientific and Technical Committee of the province, city and district level) (hereinafter referred to as the Agency) is responsible for checking the standard by the Ministry General or local enactment, review it.
10. When the standard was registered, cancellation, standards bodies must report to the respective registration authority to cancel the registration.
 
II. PREPARATION PLEASE REGISTER 1. Subscribe to standards are formulated and approved, issued in accordance with the rules for the work of standardization, the text direction of the scientific and Technical Committee and the Bureau of standards-measurement-quality state.
2. To facilitate the review of registration standards, other standards bodies should send the draft the last standard to the registry to get comments prior to approval, promulgation of that standard. Attached to the draft standard has a fading demonstration.
After receiving the draft standards, the registry considers the draft view is consistent with the requirements specified in point 5 or 6 of section I do not.

3. Not more than 30 days after the standard is issued, review, the standards bodies must send that standard registered officially.

III. REGISTRATION PROCEDURES 1. Prior to registration, the registration authority must verify registered standards meet the requirements stipulated in point 5 or 6 of section I do not.

4. The registration standards must end within 15 days from the receipt of a standard please register.
5. for these standards has been registered, when it deems no longer meet the requirements stipulated in point 5 or 6 of part I, the registry must notify the relevant standards bodies know to promptly organize the review criteria.
6. The registry should have tracking books, registration statistics, non-registration or cancellation of registration standard.
 
IV. Terms Of ENFORCEMENT 1. This circular applies to the review of standards issued from 1 January 1984.
2. With regard to the standard of review was issued before 1 January 1984, the technical service of the Ministry, the General Directorate, the scientific and Technical Committee of the provincial, city, municipal district needs immediate promotion the following:-a review of all the criteria, there against the requirements stated in points 5 and 6 of section I; on this basis there are recommendations to the competent authorities review the old standard or build new standards;
-For the standard is still in effect, the procedure please register with the relevant authorities.
All the work on here need to complete in the time of 6 months from the date of this circular was issued.
3. During implementation of this circular, if experiencing these difficulties and obstacles, the proposal is timely exchange with standard-measurement-quality State in the scientific and Technical Committee of the State.
