6.3.7. for heavy parcel service on 31.5 kg, the types of goods transport services as mandated postage, freight forwarders, the compensation is made according to the agreed in the contract between the business and Affairs of the client or compensation under the provisions of the law on the transport of goods.
6.3.8. for postal financial services, corporate refunds and interest charges, as specified in paragraph 2, article 313 of the civil code.
6.3.9. Compensation is paid to the sender or the person who sent the authorization. 6.6. The enterprises of postal service provider is not liable for the customs of the people who use the service for airmail parcels sent abroad or sent from abroad to Vietnam and the handling of customs or of the competent State agencies as the export procedures import.
 VII. IMPLEMENTATION 7.1. This circular effect after 15 days from the date of signing. All previous provisions contrary to this circular are abolished.
