4. ensure funding for library operation and development.
a) active funding of public libraries by the people's Committee of the established level is granted from the budget of the province, district and commune levels.
b. funding the operation of specialized, multidisciplinary library is granted from the budget of the Agency, established organizations.
III. LIBRARY REGISTRATION 1. Implementers register Library The library specified in section 2 of part I of this circular, then make active registration with the competent State organs prescribed in article 12 Ordinance library.

3. registration procedure
