Circular sequence, conditions, procedures, recovery, re-issuance of certificate of practice veterinary medicine; checking veterinary hygiene conditions for the practice of veterinary medicine----------------------------------French veterinary command base on April 29, 2004;
Pursuant to Decree No. 32/2005/ND-CP dated 15/3/2005 of the Government detailing the implementation of a number of articles of the Ordinance on veterinary medicine;
The Ministry of agriculture and rural development guide condition, sequence, procedure for granting, revoking, grant again practice veterinary medicine; checking veterinary hygiene conditions for the practice of veterinary medicine are as follows: 1. GENERAL PROVISIONS 1. Scope and object 1.1 application. This circular is applicable for all the scope of practice is regulated in article 52 of the Ordinance on veterinary medicine. 1.2. Organizations, individuals, organizations, Vietnam foreign individuals have activities related to the practice of veterinary medicine on the territory of Vietnam must follow the instructions of this circular.
2. Explain the term the term in this circular is understood as follows: 2.1. Veterinary practice certificate refers to the text state management agency specialized veterinary authorities for individuals are qualified to practice veterinary medicine under the provisions of the legislation on animal health. 2.2. Services related to veterinary medicine refers to activities that serve the breeding, growth, reproduction of the animal protection and animal development, ensuring food safety for people using animal products.
Section 2 CONDITIONS, sequence, PROCEDURE, RENEWAL of the CERTIFICATE of PRACTICE veterinary medicine 3. Conditions are practising veterinary certificate 3.1. Conditions of professional qualifications: in addition to the conditions of professional qualifications are specified in clause 1 Article 64 of Decree No. 32/2005/ND-CP dated 15/3/2005 of the Government detailing the implementation of a number of articles of the Ordinance on animal health (hereinafter referred to as the Decree No. 32/2005/ND-CP) then the conditions of qualification defined in the point a d clause 1 Article 64 of Decree No. 32/2005/ND-CP are specific instructions such as the following: a) for practitioners of clinical diagnosis, prescription, healing, wellness of animals in the mountains, deep, distant region are practising certificate if the certificate has graduated training in veterinary expertise by the veterinary Bureau of the province , central cities (hereafter referred to as the provincial animal health Bureau) or due to foreign projects.
b) for business store owners veterinary medicines, probiotics, microorganisms, chemicals used in animal health (hereinafter referred to as veterinary medicine) are practising certificate if there are livestock engineering degree or certificate have intermediate or intermediate animal husbandry by the institution authorities.
3.2. Conditions on health: health conditions for veterinary practitioners is done according to the provisions in clause 2 Article 64 of Decree No. 32/2005/ND-CP. 4. Certificate sequence vet practice 4.1. State Management Agency specialized on animal health authority as defined in Article 65 paragraph 1 of Decree No. 32/2005/ND-CP dated after getting the records suggest veterinary practice certification of individuals, organizations, within 10 days to conduct veterinary practice certificate the following sequence : a) check the conditions on professional qualifications, professional ethics, health, veterinary and hygiene conditions in the facility, equipment, facilities, veterinary instrument are prescribed for the registered scope of practice and only a veterinary practice certification for individuals with conditions prescribed by the legislation on animal health;
b) for personal practice of vaccination, neutering, clinical diagnosis, prescription, healing, wellness for animals, no fixed practice facility shall file proposed certificate of practice must have added a stats tools, and materials needed to practice and to pay the fees for the certificate to practice veterinary medicine under the provisions of Decision No. 8/2005/QD-BTC dated 20/1/2005 of the Ministry of finance regulations currency lodging, and management, use of fees in the animal health;
c) individual cases, the suggested organization certification practice tests, diagnostic tests, surgical diseases of animals; testing, testing, assay, producing veterinary drugs if not yet built facility sanitation qualified vet prescribed, but need to have a certificate of practice to complete the business registration procedures, the Agency has issued certificates of veterinary inspection practice conditions on professional qualifications , health certificate and personal conditions as stipulated in article 64 of Decree 32/2005/ND-CP. 4.2. Personally, the Organization granted a certificate of practice under the provisions of point 4.1 c, paragraph 4 section 2 of this circular must commit in writing about the report to the competent authority issued the certificate of practice at least 15 days before the facility begins operations to be checked veterinary hygiene conditions for prescribed basis.
5. The procedure of veterinary practitioners certificate level 5.1. Procedure for certification of veterinary practitioners is done according to the provisions of paragraph 1 and paragraph 3 Article 65 of Decree No. 32/2005/ND-CP. 5.2. Records suggest veterinary practice certificate made under the provisions of Article 54 paragraph 3 of the Ordinance on veterinary medicine and item 2 Article 65 of Decree No. 32/2005/ND-CP. Curriculum vitae and copies of qualifications follow the following instructions: a) A curriculum vitae of the person proposed to be practising veterinary certificate must be certified by Its Head of the unit where he/she works or of a local government where the person resides;
b) replica diploma or certificate of qualification must be notarized. If the diploma or certificate of the original qualification was written in a foreign language must be translated into Vietnamese.
5.3. The individual, the organization recommended certification practice tests, animal disease diagnostic tests; animal surgery; production, sales, export and import, testing, testing, veterinary assay certificates only to practice at a facility.
6. The duration, renewal procedures for veterinary practice 6.1 certification. The duration of the practice of veterinary medicine is 10 years from the date of signing.
6.2. The renewal of the certificate of practice made under the provisions of clause 5 Article 65 of Decree No. 32/2005/ND-CP. 6.3. Competent authority certificate of the veterinary profession have a responsibility to check the conditions of hygiene and animal health of the facility before the renewal of the certificate of practice veterinary medicine. Certificate revocation authority veterinary practice-level agency, the body that has the authority to revoke the certificate of practice veterinary medicine. 9. 9. The case was again practising veterinary certificate 9.1. Veterinary practitioners certificate level not properly authorized.
9.2. The individual after the competent authorities confirmed no longer is the object as specified in article 66 and qualified under the provisions of article 64 of Decree No. 32/2005/ND-CP of. 10. Order and procedure of reissuing certificate veterinary practice 10.1. Personally, the organization proposed to practice veterinary medicine applying to the appropriate authorities according to the provisions in clause 1 Article 65 of Decree No. 32/2005/ND-CP.

10.2. The Agency has the authority to grant certificates of veterinary practitioners perform the order, certificate re-issuance procedure according to the instructions in clause 4 and clause 5 section 2 of this circular.
Item 4 CHECK veterinary HYGIENE CONDITIONS for the PRACTICE of veterinary medicine. Authority, order check veterinary hygiene conditions for the practice of veterinary medicine 11.1. Individuals, organizations practicing animal surgery, non-clinical diagnostic tests; manufacturing, import-export business, testing, testing, veterinary assay to ensure animal health and hygiene conditions for the facility in accordance with the article 16, 52, 54, 55 of the Decree No. 32/2005/ND-CP 11.2. Competent authority certificate veterinary practice are responsible for checking the hygiene conditions of the animal health establishments practising certificate before or before the facility begins operation as prescribed in clause 4 section 2 of this circular.
11.3. Individuals, organizations are examining the condition of practice veterinary medicine must pay fees as defined in decision No 8/2005/QD-BTC dated 20/1/2005 of the Ministry of finance regulations currency lodging, and management, use of fees in the animal health. 11.4. Individuals, organizations must ensure the conditions of hygiene and veterinary practice in accordance with the legislation on veterinary medicine during the operation; If the infringement sanctioned under the provisions of the legislation on veterinary medicine and other related laws.
Item 5 IMPLEMENTATION of 12. The responsibility of the competent agency responsible for animal health certificate form instructions to practice veterinary medicine. Animal health, provincial veterinary Bureau is responsible for the Organization, deploy the certificate to practice veterinary medicine under the guidance of this circular.
13. Effective enforcement of this circular effect after 15 days from the date The report. The previous provisions contrary to this text are repealed.
