The decision on issuing the regulations establish the construction plan of the town _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ CONSTRUCTION MINISTER pursuant to Decree No. 15/CP on 02/3/1993 of the Government about the tasks, powers and responsibilities of the State management of ministries and ministerial bodies;
Pursuant to Decree No. 59, dated 14/4/1988 of the Council of Ministers Regulation functions, mission, organizational structure of the Ministry of construction;
Pursuant to decision 132/dated 5/5/1990 on the classification of municipalities and decentralized management of the municipality and the directive 19/CT on 22/1/1991 of the President of the Council of Ministers about reinforcing the management of the municipality;
At the suggestion of the Director of the municipality-rural and Minister of planning urban-rural;
Article 1 DECISION. Now this decision attached to a regulation on the construction plan of the town and principal content guide the construction plan of the town.
Article 2. A this Regulation applies in the area of planning and management of urban construction in the country. The previous regulations of the Ministry of construction and the people's committees of the province contrary to this regulation are repealed. GENERAL PROVISIONS article 1. All of the municipality (city, town, commune) must have a plan to renovate and build.
The construction plan includes building regional planning scheme, the General plan for the whole territory of the municipality and detailed plan for each part of the territory of the municipality.
Article 2. Planning urban construction has the duty to materialize stable strategic and social-economic development of the party and the State, urban development strategies of countries, in cooperation with the specialized planning, ensure the process of urbanization and the development of effective urban economics social, and environmental protection.
Article 3. Construction plan of the town is due to the dedicated organizations that are recognized by the State and have to obey the laws, rules, standards, processes of State and must be approved by the authority.
