The DECISION approving the planning of the overall development of the wine industry-beer-beverage Vietnam by 2010 _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;

Consider the proposal of the industry in the process of 1783/TT-TAY on 08 May 2000 and no. 5637/CV-TAY on December 26, 2001; of the Ministry of planning and investment in no. 7355 BKH/VPTĐ dated 28 November 2000, no. 8737 BKH-CN on December 24, 2001 and the opinions of the ministries concerned on the approved master plan for developing the industry of alcohol-beer-beverage Vietnam until 2010, DECIDED : article 1. Overall planning and some Wine industry development solutions-beer-beverage Vietnam until 2010, with the following principal contents: 1. Target: construction industry-alcohol-Beer-beverage Vietnam into a powerful economy. Maximum use of raw materials to produce high quality products, diversification of varieties, improved packaging, code samples; striving to lower, raise competitiveness, domestic needs and export products, increase the budget income, solid integration of regional and world economy.

-Construction Of the company Alcohol-beer-beverage Vietnam into a powerful economic group, the leading role in the manufacturing industry of wine and beer; core in the production of high-quality beverages.

-Encourage economic sectors to participate in the production of high-quality beverages from raw materials, to meet the needs of export and domestic consumption.

2. Orientation: a) on technology, equipment: modernizing technology, step by step replacement of existing equipment technology by technology, advanced equipment, modern world, ensure quality standards, food safety, regulatory environment of Vietnam and internationally to products with high competitiveness on the domestic and foreign markets.

b) on investment: investment focus has massive power plants; maximize the capacity of the production facilities have the equipment and technology; at the same time conducting investment expands the capacity of some existing plants. Diversifying forms of investment, financing methods, encourage the mobilization of resources of the economic sectors in the country, issuing bonds, stocks; boost the capitalization for those State enterprises do not need to hold 100% of the capital.

c) On scientific research and training: the planning and construction of the laboratory, the Research Center; experimental implementations associated with the application of science, technology in production; at the same time planning and training scientific staff, technical workers to meet the requirements of development of the industry.

3. The principal indicators: a) Of beer:-output: 2005:1,200 million liters;

2010:1,500 million liters.

-Total wine company-beer-beverage Vietnam hold key roles in raising brand beer in Vietnam, ensure production and consumption reaches the proportion from 60% to 70% of the domestic market and export-oriented.

-Focus the investment of power factory production efficiency, tight management of food safety, ensure the quality, the price is accepted, specifically: + new construction 1 brewery in Cu Chi in the Saigon Beer company with a capacity of 100 million gallons per year (2002-2005) and has the ability to expand up 300 million litres/year in the next year.

+ After 2005 new building 1st brewery in Hanoi Beer company with a capacity of 100 million gallons per year and has the ability to expand up 200 million liters per year in subsequent years.

-For enterprises with overseas investment made under the investment license, concentrated enough designed capacity was approved. In the years to come, not to consider licensing established a new venture or increase the production capacity of the existing facilities.

b) about alcohol:-output: 2005:250 million liters;

2010:300 million litres.

-Total wine company-beer-beverage Vietnam holds the key role in the production of fine traditional specialities, wines of high quality to meet domestic demand and exports; have appropriate measures aimed at diminishing the cooking liquor by manual methods.

-strengthen governance in the production and consumption of alcohol.

-Focus on modernization of equipment and technology, promote the production of high-quality industrial alcohol, maximum reduction of toxic components.

-Proposed partnerships or joint ventures with foreign producing high quality wines using raw materials, replacement of imports.

-In the period from 2001-2005, wine company Hanoi, Binh Tay wine company to conduct technology and innovation investment in the device, so each company reached capacity: starch alcohol 5 million liters of alcohol per year, the type of 10 million liters per year and boost capacity double at a later stage.

c) Of soft drinks: 2005:800 million liters;

2010:1,100 million liters.

2. total wine company-beer-soft drink: Vietnam-hosted, in collaboration with local institutions to rearrange the production business, alcohol, beer, soft drinks in the whole industry; build some core members unit at the forefront of technological innovation, equipment, rationalize production, lower cost, improve quality of products in the province, the city in the country.

-Coordination with local research growing wheat in domestic circuit replaces a portion of raw material imports, to every step of the export products.


3. The ministries: planning and investment, finance, trade, agriculture and rural development, science, technology and environment, health, the State Bank of Vietnam, the Foundation of development according to their functions, in collaboration with the Ministry of industry and the total wine company-beer-beverage Vietnam:-research , proposed the policy support, mining investment capital for the project produced and the raw materials of wine, beer, soft drinks.

-Issued standard of quality wine, beer, soft drinks and in collaboration with local organizations to check product quality, ensure standards of food safety and environmental hygiene legislation on industrial property rights.

-Build anti-dumping regulation, poor quality goods, counterfeit goods, smuggled and of promotional, advertising, marketing, labelling of goods records for wine products, beer, soft drink released on the domestic market.

Strengthen management, through business registration, registration of quality, ensuring the full implementation of tax obligations for the alcohol business production base of small and medium scale.

-Consider, handle under the provisions of the law on foreign investment for the venture with foreign production of wine, beer, soft drinks were at a loss.

4. the people's committees of provinces and cities under central:-directing the business of producing wine, beer, soft drinks, local follow the right goals, development of the industry. Focus on developing stable material zones in place, in order to ensure the raw materials for production; at the same time increase employment, improve people's lives.

In collaboration with the Ministry of industry, the relevant ministries and corporations of wine-beer-beverage Vietnam made sort of the business and production operations management, business sectors of alcohol, beer, soft drinks on the area in the province, the City Manager.

Article 3. This decision takes effect 15 days from the date of signing. Repeal of previous regulations contrary to this decision.

Article 4. The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the people's committees of provinces and cities under central and total wine company-beer-beverage Vietnam is responsible for the implementation of this decision.
