DECISIONS issued telephone service charges using prepaid cards of the Postal Corporation Vietnam telecommunications (new-generation phone network NGN) _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the MINISTER of POST and TELECOMMUNICATIONS, pursuant to Decree No. 90/2002/ND-CP dated 11 November 2002 from the Government about the functions, duties, powers and organization of the Ministry , Telecommunications;
Pursuant to decision No. 217/2003/QD-TTg dated October 27, 2003 by the Prime Minister on the management of the postal service rates, telecommunications;
Proposal of the Postal Corporation Vietnam telecommunications-at no. 4947/DV-GCTT on 19/8/2004 on the cost of landline prepaid cards 1719;
At the suggestion of the Director of planning and finance, DECIDES: 1. Date issued mobile phone service charges NGN using pre-paid card calling from fixed telephone network PSTN of Postal Corporation Vietnam telecommunications as follows: 1.64kbps NGN telephony service using prepaid cards: 1.1. NGN 64kbps phone service international use prepaid cards: a) maximum charges: no higher than prevailing rates for international telephone communications (public telephone network-PSTN) of the Postal Corporation Vietnam telecommunications.
b) minimum: Not less than 10% over the current charges of international telephone communications (public telephone network-PSTN) of the Postal Corporation Vietnam telecommunications.
c) method of charging the phone contact NGN 64kbps international use of prepaid cards is calculated as current charging method international phone communications (public telephone network-PSTN) of the Postal Corporation Vietnam telecommunications.
1.2.64kbps NGN related phone services the use of prepaid card: a) maximum charges: no higher than prevailing rates contact Intercity long distance telephone (PSTN-public switched telephone network).
b) minimum charges: Not lower than current rates long distance telephone contact contact the (public-switched telephone network PSTN) in each respective region, as follows: + for the Communications Department of special: 7%.
+ For the Communications Department 1:10%.
+ For communications in the region 2 and Region 3:15%.
c) contact Region phone NGN Intercity 64kbps specified in the decision that the current rate of contact Intercity long distance telephone (PSTN-public switched telephone network).
d) method of charging the phone contact NGN Intercity 64kbps use of prepaid cards is calculated as current charging method in touch long-distance Intercity telephone (PSTN-public switched telephone network) of the Postal Corporation Vietnam telecommunications.
1.3.64kbps NGN telephony service within prepaid card: a) maximum level: no higher than prevailing rates long distance telephone communications in internal departments (public telephone network-PSTN).
b) minimum: No 15% lower than current rates long distance telephone communications the Cabinet (PSTN-telephone network).
c) method of charging the phone contact NGN 64kbps within the use of prepaid cards is calculated as current charging method of long distance telephone communications in internal departments (public telephone network-PSTN) of the Postal Corporation Vietnam telecommunications.
1.4.64kbps NGN telephony services using prepaid calling cards mobile: charging method and charges apply as the charges and the method of charging of calls from fixed phone of the Postal Corporation Vietnam telecommunications to mobile respectively.
1.5. The service call on other networks: rates and charging methods like charging method and charges from the landline of the Postal Corporation-telecommunications call on that network.
2.8kbps NGN telephony service using prepaid cards: 2.1. Telephone service long distance and international 8kbps NGN using prepaid cards applied as prescribed for long-distance IP phone services and international use of prepaid cards of the Postal Corporation Vietnam telecommunications.
2.2.8kbps NGN telephony service within the mobile phone calls and call on other network application as NGN 64kbps phone service using prepaid cards.
Article 2. 64kbps NGN and telephone communications 8kbps use of prepaid telephone cards in public places, in addition to charges and billing methods prescribed in clause 1 and 2 of article 1, point management business is collecting additional service charges. Service charges due to public management business decision but must ensure non-discrimination between the services of the enterprises to offer mobile phone services using prepaid cards respectively.
Article 3. The Subscriber's contact rate Fax and data communication subscribers in standard voice tape through NGN applied as for phone contact according to the respective service specified in article 1.
Article 4. The rates specified in article 1 of this decision do not include value added tax.
Article 5. The Postal Corporation Vietnam telecommunications-: 1. Pursuant to the provisions of Articles 1, 2, 3, and 4 of this decision, issued specific charges for telephone contact NGN 64kbps and 8kbps to use prepaid phone cards. When the Board decided the specific charges according to the authority, the Corporation has informed the Ministry of post and telecommunications before 5 days from the date of the decision to that effect.
2. Specify reduction in touch phones NGN: International, federal, provincial Cabinet, calls on mobile networks and called on other networks using the prepaid card in the holidays and days off clearing of the holidays, Saturdays, Sunday and from 11 hours the previous day to 7 am the following day the day from Monday to Friday, but reduced levels must not than 30% in comparison with the rates specified in article 1 of this decision.
3. the responsibility to publish quality standards in each type of cell phone service 64kbps and 8kbps NGN using prepaid cards to customers and provide quality services have committed.
Article 6. The mandate of this decision are applicable to the user NGN 64kbps phone service 8kbps and use of prepaid telephone cards of the Postal Corporation Vietnam telecommunications.
Article 7. This decision takes effect 15 days from the date The report.
Article 8. Office Manager, Director of planning and finance, the head of the unit directly under the Ministry of posts and telecommunications, General Manager of the Postal Corporation Vietnam telecommunications-is responsible for the implementation of this decision.
