The DECISION of the MINISTER of TRANSPORT issued the regulations on conversion of motor transport roads in the MINISTER of TRANSPORT pursuant to the law on road traffic 29/06/2001;
Base Protection Ordinance traffic works on 10 December 1994;
Pursuant to Decree No. 34/2003/ND-CP dated 4 April 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of transportation;
Pursuant to Decree No. 179/2004/ND-CP dated 21/10/2004 of the Government regulation of the State administration for quality goods and products;
According to the proposal of the Director General of science and technology and Director of the Vietnam register, DECIDES: 1. Attached to this decision, "regulations on conversion of motor transport by road".
Article 2. This decision has the effect after 15 days from the date The quote and replace decision No. 1362/2000/QD-BGTVT dated 29 May 2000 and decision No. 1280/2002/QĐ-BGTVT dated April 5, 2002 of the Minister of transport. The previous provisions contrary to this decision are hereby repealed.
Article 3. Office Manager, Director of science and technology, Director of Legal Affairs, Director of transportation, Director of the Vietnam register, Director of the Bureau of roads in Vietnam, the Director of the Department of transportation, public transportation to the provinces, the central cities and heads of the relevant units responsible for the implementation of this decision.
 
Regulations on conversion of motor transport on Road (attached to decision No 15/2005/QĐ-BGTVT dated February 15, 2005 of the Minister of transport) 1. General provisions 1.1. The scope, subjects of application: a) regulations apply to organizations, individuals in the conversion of motor transport by road (hereinafter referred to as motor vehicles) registration plate number already used or imported, except for the type of motorcycle, motorcycles , blue car and cycle machines.
b) this provision does not apply to the conversion of motor vehicles in use in the the purpose of military defense and security purposes, social safety and order of the Ministry of public security. 1.2. The terms in this regulation are interpreted as follows: a) the motor vehicle is the media types defined in ISO 6211:2003 "road transport-the-terms and definitions".

-Motion system;
-Suspension system;
-Brake system;
-Drive systems;
-Fuel system;
c) total is understood:-General into the engine;

h) time use of motor vehicles is about time from year of manufacture to the time of restoration.
I) dangerous goods when goods are transported on the likely harm to life, health, safety, environment and national security.
k) car cargo vehicle is structured and equipped primarily used for cargo and baggage to carry.
1.3. Every motor vehicle is only improving, changing either of the powerplant or frame and not more than three of the six systems, of the following: a) the transmission system (clutch, gearbox, cardan axles, transmit power).
b) motion system (wheels, with axles).
c) suspension.
d) brake system.
DD) drive systems.
e) cockpit, hull or dump bins, crates.
1.4. the entire weight of the vehicle after the reclamation should not exceed the weight of the largest allowed under the regulations of the manufacturer.

All spaces to renovate the other types of motor vehicles into passenger cars. For importing used cars, not be renovate during 5 years from date of grant of the registration, number plate.
2. Design and evaluation design 2.1. The unit is designed to have legal personality, business registration motor vehicle design profession in accordance with the applicable legal provisions.
2.2. Design records include: a) The technical drawing:-General layout drawings of vehicles after the restoration;
-General layout drawings of the vehicle before improving to collate;
-Drawings and installation of the systems being renovated or replaced;

The engineering drawings must be presented in accordance with the current standards of Vietnam.
b) demonstration of calculation includes the content:-Introduction needs improvement;
-Basic technical characteristics of the vehicles before and after the implementation of improvement;
-Performed renovations and construction technology steps;
-Calculate the dynamics, the dynamics related to content improvement;
-Endurance testing calculations related to content improvement;
-The essential guide for the use of motor vehicles after the restoration;
-The conclusion.
2.3. Evaluation of a design) design is a consideration, testing, design profile content with the standard, the current rules in order to ensure the quality, safety and environmental protection engineering of vehicles.

b) Vietnam register is responsible for appraising the following: renovation design-Automotive types converted Vehicle carrying special loads: + the type of dangerous goods;
+ Automotive truck tractors;
+ Specialized Cars;
-Cars on 25 seats (including the driver seat);
-Shirt trailers (semitrailers) and conventional trailers converted shirt implements implements specialized types;
Automotive vehicle, load-load vehicle, use specialized converted vehicles, construction machines, and vice versa; motorcycles converted construction vehicles, other types of construction machines;
-Improving change drive systems, brake systems and fuel systems.
c) The Department of transport (TRANSPORT), transport (GTCC) is responsible for design improvement has content in addition to the contents specified in point b of section 2.3.
d) design assessment bodies must have at least 2 cars, mechanical engineers have professional seniority from 5 years and over. In the case of the Department of TRANSPORTATION, the GTCC is not satisfying conditions on the design assessment tasks assigned to the Vietnam register implementation.

3. Construction and improvement

3.1. The construction and improvement of motor vehicles must be made according to the design has been verified, ensure quality requirements, technical safety and environmental protection in the production base has legal personality, business registration motor vehicle renovation industry in accordance with the applicable legal provisions.
3.2. Production facilities to check the quality of products (KCS) and are responsible for the quality of its products.
4. Quality control, technical safety and environment protection 4.1. Quality control, technical safety and environment protection for motor vehicles is the improvement review, evaluate the quality of motor vehicle restoration according to the profile design has been verified; testing, reviews vehicle restoration according to current standards. Test results be established thereon as a basis for the certification of quality vehicles.
4.2. quality control records, technical safety, including: a) the text of recommendation basis improvement construction;
b) a copy of the business registration certificate of the facility construction and renovation;
c) profile design has been verified;
d) a copy of the certificate of registration of the vehicle or a copy of the certificate of the quality of motor vehicles imported second-hand imported sea registration number;
DD) thereon factory test (KCS) of the base product for construction products.
4.3. Register Vietnam is responsible for quality control, technical safety and quality certification of motor vehicles renovation for the motor vehicle specified in point b, section 2.3.
4.4. The Department of TRANSPORTATION, motor vehicle place the GTCC be responsible for improving construction quality control, technical safety and quality certification of motor vehicles for restoration of motor vehicles designed by the Department of TRANSPORTATION, the GTCC appraisal (including the design, verified by the Vietnam register specified in point d , item 2.3.), the participation of a representative unit of the motor vehicle register locally.

4.7. Facility construction and renovations are responsible for delivery of vehicle related technical profile and certificate of motor vehicle quality improvement to the procedure of registration and inspection of marine technical safety and environmental protection.
5. Implementation 5.1. Director of the Vietnam register is responsible for organizing, guiding and checking the implementation of this regulation.
5.2. Design has been appraised, the motor vehicle has been improving quality control, technical safety and environmental protection and to allow the free trials are not contrary to this regulation are carried out according to the time limit specified.
5.3. In January and July each year, the Department of TRANSPORTATION, the GTCC is responsible for the synthesis report the situation to perform design and quality control, technical safety and environmental protection in improving motor vehicle authority on the Vietnam register report for the Ministry of transportation.
