The DECISION of the MINISTER of EDUCATION and training on the amendments and supplements to some articles of the Statute recognizes national high school (period from 2001 to 2010) attached to decision No 27/2001/QD-BGD 05/07/TEL & 2001 of the Minister of education and training.

Pursuant to Decree No. 85/2003/ND-CP dated July 18, 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of education and training;
Pursuant to Decree No. 166/2004/ND-CP dated 16/09/2004 of the Government responsible for the governance of education;
At the suggestion of Mr. Director of secondary education, the decision: article 1. Amendments and supplements to some articles of the Statute recognizes national high school period from 2001 to 2010 the attached decision No 27/2001/QD-BGD 05/07/TEL & 2001 of the Minister of education and training: 1. Replace the entire phrase "secondary Services" has in the regulation recognised national standard school attached to Decision No. 27/2001/QD-BGD & TEL on 05/07/2001 by the phrase "secondary education".
2. Item 2 article 2 is modified as follows: the Chairman of the provincial people's Committee, the central cities (hereafter referred to as the provincial level) decided to recognize high school junior and secondary school reached the national standard.
3. Paragraph 3 article 10 is amended as follows: 3. The minutes of self test, report on the inspection of the test group.
4. Article 11 is amended and supplemented as follows: article 11. The Council proposal and the test group.
1. Each province, central cities formed a Council proposal to recognize high school reached the national standard (hereinafter referred to as the Council proposal).

Before considering the recognition of middle school, high school national, provincial people's Committee established the test group by list by the Department of education and training process of the people's Committee Chairman.
a) ingredients: there are 7 members, including a representative of the Department of education and training, provincial education unions, the Department of planning and investment, Department of finance, the Department of health, fitness and sports Facility, the Department of the Interior; There are major Union and 1 clerk.
b) mission:-check and evaluate the results of the national standard school building based on the standard rules in the Statute recognized national high school.
-Check the entire record, the school's management book type according to the rules.
-Establishment of the records and the minutes of the Council proposal.
5. Article 12 is amended as follows: article 12 supplement. Permanent bodies.
To direct the building of national high school, the level of management of education has a permanent agency.
1. the people's committees at district level: a) the permanent agency: education.
b) mission:-directing, guiding the middle school construction plan, specific targets to strive to achieve the national standard;
-Advised grant Committee, the local Government about the solutions in order to build the middle school national standard;
-Guidance records, receiving and transferring of records suggest middle school recognized national up education and training after the report and was the people's committees at district level to agree (in writing).
2. provincial people's Committee: a permanent agency): Department of education and training b) mission:-planning, plans to build the middle school, high school national standard in the local provincial people's Committee for approval.
-Steer, guide the secondary schools, the education plan specifically built the school reached the national standard.
-Coordinate with the provincial departments to resolve the difficulties of the school, of the district level in the process of building the school reached the national standard.
-Receiving and transferring of records suggest the recognition of the national standard of the secondary school, of education up the Council proposal.
-Preliminary organization, sum annually on the formulation of national standards of local schools. Report the results to build the middle school, high school reached the national standard in each academic year to the Ministry of education and training (secondary education).
3. The Ministry of education and training: a) is a permanent body: secondary education.
b) mission:-to help build their Ministers the legal text and text directions on the formulation of national standard school. Released model by recognized national high school.
-To help oversee the Minister directed the construction of the school in the national high school on a national scope.
-Organization check, appraise the middle schools, high schools have reached national standards.
Article 2. This decision takes effect 15 days from the date The report. The previous provisions contrary to this decision are hereby repealed.
Article 3. He (she) Chief of the Ministry of education and training, Director of secondary education, the heads of the relevant units of the Ministry of education and training, the Chairman of the provincial people's Committee, the central cities, the Director of the Department of education and training is responsible for the implementation of this decision.
