Pursuant to Decree 176/2004/ND-CP on October 21, 2004 of the Government to manage state on the product quality goods;
Pursuant to Decree No. 34/2003/ND-CP dated 4 April 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of transportation;
As suggested by: Director General Vietnam register, Director of science and technology, legislation, decision: article 1. Attached to this decision the provisions on quality control, technical safety and environmental protection in the production and Assembly of motor vehicles.
Article 2. This decision has the effect after 15 days from the date The quote and replace the decision No. 953/2000/QD-BGTVT and decision No. 2070/2000/QD-BGTVT dated 28/7/2000 of the Minister of transport.
Article 3. Ministers (signed) Binh Dinh Training regulations on quality control, technical safety and environmental protection in the production and Assembly of motor vehicles _ _ _ _ _ _ _ _ _ _ _ _ _ _ (attached to decision No 34/2005/QĐ-BGTVT dated 21 July 2005 of the Minister of transport) chapter I GENERAL PROVISIONS article 1. The scope, subjects of application 1. This text stipulates the quality control, technical safety and environmental protection of motor vehicles are produced, assembled from the component parts are completely new or from the box chassis, completely new motor vehicles had not yet registered.

Motor vehicles are produced, assembled for use on defense purposes, security of the Ministry of defence, the Ministry of public security. 2. Explanation of terms In this regulation, the terms below are interpreted as follows: motor vehicles is the type of motor vehicles operating on roads defined in the latest version of the ISO standard ISO 6211 and Vietnam 7271;
Passenger car is chassis in the form of semi-finished products, can move, cockpit or with no cockpit, no cargo tanks, no cabin, no specialized equipment;
The total is the engine, frame, cockpit, cargo tanks or car trunks or specialized equipment mounted on the vehicle;
The system's transmission system, motion systems, suspension, brake system, steering system, fuel system, electrical system, lighting system and signals;
Components is the overall system, and the details are used to assemble vehicles;
The product's components or motor vehicles;
The same type of product is the product of the same owner, same marks, the design and the specifications, produced by the same technology;
Product type certification is the process of checking, test, review, evaluation and certification of conformity of a product with these standards, the current regulations on quality, technical safety and environmental protection.
The typical pattern is produced by the production base of choice as a rule to perform the test, experiment;
Manufacturing is the manufacturing business, assembled motor vehicles that qualify under the current rules.
The base design is the organized practice of business service design of motor vehicles under the current rules.
Quality management (QUALITY MANAGEMENT Agency) is the Vietnam register directly under the Ministry of transportation.
The test facility is the Organization, individuals, foreign operations in the field testing of components or vehicles are QUALITY MANAGEMENT agency reviews and approvals.
Chapter II PROVISIONS on QUALITY CONTROL, TECHNICAL SAFETY and ENVIRONMENT PROTECTION article 3. Design a) evaluation design is the consideration, checked the content of the profile design product with the standard, the current rules in order to ensure that the products are manufactured, assembled meet quality requirements, technical safety and environmental protection.
b) the evaluation design be done within 15 days of receipt of a valid application.
c) after evaluation, records were transferred to the design: foundations of design, production and storage facility in QUALITY MANAGEMENT Agency.
Long established profile designed for the motor vehicle manufacturing, and Assembly as designed and branded goods of foreign production facilities are exempt from the record-setting if the design provides the following alternative documents: a) General layout drawings of products;
b) a copy of the certificate is the authorized State agencies abroad gives the type of products;
c) text technology transfer party endorse products are manufactured, assembled in Vietnam have quality equivalent to prototype products.
Article 4. Profile test to be certified for each type of product, production base establishment 1 record check (profile) and sent to the QUALITY MANAGEMENT Agency.
Profile of components for component type to check the regulations in annex I of this regulation, the records include: a) technical drawings with the parameters of the product;
b) photographic products; A presentation of symbols, the number of plays on the product (if available);
c) A registration of specifications with the corresponding technical standards;
d) A description of the process of production technology and quality control of products.
Motor vehicle records including: e) records the design QUALITY MANAGEMENT Agency has been appraised or alternate documents specified in points a, b, c paragraph 3 of article 3;
f) photographic designs, a sign specifications with the corresponding technical standards;
g) A statistics of the system, domestic production and imports used to produce, assemble the product;
h) a copy of the certificate of the model type of the components produced in the country specified in clause 1 of this article. For imported parts list to check the regulations in annex I attached to this regulation, the production base, assembled motor vehicles must provide a copy of one of the following documents:-text of foreign organizations in the country confirmed imported components were examined under the agreement or the agreement of mutual acknowledgment that Vietnam take part his signing;
-Text of foreign parts manufacturers confirm the type of component types satisfy the current standards of Vietnam;

Report-test results of test facility (as defined in Article 13 paragraph 2) which confirm the components satisfy the current standards of Vietnam.
I) A description of the manufacturing process technology, Assembly and quality control of products;
j) quality control result of production base for the product model in the stages of production, Assembly;
k) A presentation method and location of the engine number, chassis number closed;
l) manual document and product warranty.
Article 5. Typical sample test 1. Items to check, test prescribed in annex I attached to this regulation.
2. Testing Facility conducted the test specimen according to current standards; reporting of test results and take responsibility for the results of his experiment. Where necessary, the QUALITY MANAGEMENT agencies can directly supervise the test.
Article 6. Reviews of conditions to check product quality at the production facility manufacturing facility's responsibility To ensure the maintenance of the quality of the products of mass production, the production base is responsible for: construction quality control procedures for each type of product;
Fitted with control equipment needed for each stage of production. List the minimum equipment necessary to perform the quality control of marketed vehicles are specified in annex II attached to this regulation; every year, the quality control device must be factory-QUALITY MANAGEMENT agency check and confirm the active status;
Have a technician perform the quality control of products of foreign manufacturers (technology transfer side) or QUALITY MANAGEMENT professional certification test the quality consistent with the type of products manufactured, assembled.
QUALITY MANAGEMENT agency responsible for performing the evaluation condition checking product quality at the production facilities according to the following method: first assessment made when the certification according to the provisions of article 7;
The annual review is done when confirm the validity of certificates as defined in article 9;
Reviews of irregularly made when production facilities in violation of regulations concerning the quality check or when there are complaints about the quality of the product.
The content reviews of conditions to check product quality at the production facility QUALITY MANAGEMENT agency specific guidelines.
For the same product type, no change of the test process QUALITY MANAGEMENT agency only performs reviews quality control conditions for the type of product type first.
Article 7. Certificate 1. QUALITY MANAGEMENT based on agency records in accordance with article 4, to report test results specimen according to the provisions of article 5 and to report the results of reviews of conditions of product quality control in the manufacturing facility as specified in paragraph 2 to article 6 to quality certification , technical safety and environment protection for the product type (referred to as the certificate) corresponding form set forth in Appendix III attached to this regulation.
If no eligible certificates, the production base will be announced to have remedy within a period of not more than 6 months. After this time, the manufacturing facility must perform the registration procedure again from the beginning.
2. The certificate prescribed in paragraph 1 of this article be made within 15 days from the receipt of a valid application.
Article 8. Check out the production process, Assembly of series 1. 3. Each product series production must be the basis of the production factory quality control (test marketed) in one of two forms-check factory have the supervision of QUALITY MANAGEMENT agency or self test: a) check the factory have the supervision of QUALITY MANAGEMENT QUALITY MANAGEMENT agencies agencies monitoring the implementation check factory (referred to as the Executive suicide) at the base of production, motor vehicle Assembly, freight or vehicles are assembled from the components in the following cases:-the first production facility of production, Assembly of motor vehicles;
-Production facilities have an unstable product quality. -Production base in violation of the provisions pertaining to quality control but not yet to the point of having to revoke the certificate.
The monitoring content are specified in annex IV attached to this regulation. The time of a monitor is 6 months or 500 custom products according to the elements would come first.
After the aforementioned monitoring, if the product quality is stable and production facilities make rules related to quality control will be imposed form of self test marketed as defined in point b of this paragraph.
If after 4 consecutive monitoring batch that product quality is still not stable, the QUALITY MANAGEMENT Agency will stop providing the votes and report the Ministry of transport to consider, handle.
b) self test marketed The production facilities must not monitor specified in point a of this paragraph be made factory inspection according to the current rules.
QUALITY MANAGEMENT bodies can check. If irregular test result shows the production base in violation of the provisions related to the quality control of the products depending on the extent violated the will revoked certificates or to apply a form of monitoring as specified in point a of this paragraph.
4. the factory profile for motor vehicles based on the certificates are issued and report test results, monitoring of the car lot was made, the production base will be getting the embryo quality test votes released (according to the form prescribed in annex V to this regulation attached) corresponds with the number of plots.
Based on the test results of each product, the production facility-level quality control factory votes (the votes issued) for motor vehicles. Votes issued by authorized person (Chief level, deputies or direct subordinates are authorized in writing by the head of the manufacturing base) sign, stamp.
Factory-level votes for motor vehicles mentioned above refers to the procedure of registration of motor vehicles.
Production facilities are responsible for setting and levels for each vehicle produced the following profile:-factory Coupon as defined in point a of this paragraph;
-The documentation used in the specifications and instructions for use of the safety equipment of the vehicle;
-Warranty product in which clearly the conditions and address the base warranty.
Article 9. Confirm the validity and revocation of the certificate every year, on the basis of the proposal of manufacturing facilities, QUALITY MANAGEMENT agency base on reported yields the same type of product produced and results review quality control conditions of production facilities to conduct the confirm the validity of certificates.

When the regulations, technical standards and product changes affect the conformity of the product with the rules, the current technical standards, the production base is responsible for performing the certification procedure.
QUALITY MANAGEMENT agencies do confirm the validity certificate within 15 days of receipt of a valid application.
The certificate will naturally expired and revoked in the following cases: a) manufacturing facilities seriously breach the rules regarding the inspection of product quality and the use of factory votes;
b) production facilities does not make the recovery of the products in accordance with the current provisions for the disabled in the product design process, construction is likely to cause loss of safety for users and adversely affect the environment.
Chapter III IMPLEMENTATION article 10. QUALITY MANAGEMENT Agency has the following responsibilities: 1. Based on the functions and tasks assigned to the specific guide the implementation of this regulation;
2. Uniform issuing, management and usage instructions for the certificate and casts the votes issued;
3. Organize reviews and published a list of the approved testing facility conducted the testing of motor vehicle components, serving for quality control, technical safety and environmental protection;
4. Inspect, inspect periodically or irregularly for the implementation of quality control of production facilities;
5. Organizing the examination, testing of imported components in the list to check the regulations in annex I attached to this policy when there are doubts about the quality;
6. General results of quality inspection, technical safety and environmental protection of motor vehicles to the Department of transport report in January and July each year.
Article 11. Test records must be stored in QUALITY MANAGEMENT Agency and production facilities for at least 3 years from the time of production facilities ceased production, the Assembly of the type of products that have been certified.
Article 12. QUALITY MANAGEMENT and agency testing facility is collecting the revenues under the current rules.
Article 13. The certificate issued is valid votes, was granted before the date this regulation in effect still has value to the end of the term of use./.
