Pursuant to Decree No. 55/2001/ND-CP dated 23 August 2001 of the Government on management, provision and use of Internet services;

Pursuant to Decree No. 90/2002/ND-CP dated 11 November 2002 from the Government functions, tasks, powers and organizational structure of the Ministry of posts and telecommunications;

Pursuant to decision No. 158/2001/QD-TTg dated April 18, 2001 by the Prime Minister approving the development strategy of postal-Telecom Vietnam by 2010 and towards 2020;

Pursuant to decision No. 246/2005/QD-TTg on October 6, 2005 by the Prime Minister approving the development strategy of information and communication technology Vietnam by 2010 and towards 2020;

According to the recommendation of the Minister of posts and telecommunications and Minister of planning and investment, the DECISION: article 1. Approval of the development of telecommunications and the Internet Vietnam by 2010 with the following principal contents: i. OBJECTIVES 1. The construction and development of telecommunication infrastructure of modern vision technology to the countries in the region, have extensive coverage throughout the country with large capacity, high quality, providing multiple services and operate effectively.

2. Telecommunications and Internet became a spearhead economic sector, is to contribute to increasing GDP growth, create more jobs for the society. The growth rate reached 1.5-2 times higher than the overall growth of the economy; by 2010, the total revenue of telecommunications and Internet service reaches about 55 trillion VND (3.5 billion USD).

3. Provide telecommunications and Internet services with good quality at reasonable rates to meet the diverse needs of people who use the service.

4. Ensure the safety, security and information operations for the application and development of information and communication technologies in all spheres of political, economic, social.

5. Accelerate the universal telecommunications and the Internet on the nationwide, to shorten the distance of the service between the regions, promote economic, social development, and contribute to ensuring security, defense.

II. The INDICATORS 1. Service development targets: a) provides to society, consumers of telecommunications services and the modern Internet, diverse, rich with equal or lower rates than the average of countries in the region, to meet the demand of information serving the economy, social security and defense. Implementation of the universal telecommunications and Internet services to all regions in the country with quality service and increasing service. As of 2010, the telephone density reached from 32 to 42 air/100 inhabitants (of which the fixed telephone density is 14 to 16 per 100 inhabitants); Internet subscriber density reaches from 8 to 12 subscribers per 100 inhabitants (of which 30% are broadband subscribers); the rate of Internet users reached 25% to 35% of the population.

b) secured the majority of public servants, teachers, doctors, undergraduates and high school students, College, professional and high school students can use the Internet.

c) promote universalization of fixed phone services and the Internet to all communes in the country. Guaranteed 100% to the year 2010 the number of communes have access to public telephony service, 70% of the public Internet access point, 100% of the district and most of the communes in the key economic region are providing broadband Internet services.

d) 100% guarantee users are free to access required services: fire information; medical emergency; emergency information on security, social order. Maintain and expand, make sure the information search, rescue and disaster prevention.

2. network development targets: a) developed the international telecommunications network and the large capacity, highly secure, highly reliable, multiple connections on the basis of combining the optical cable lines the cable line to the sea, on land and satellite communication systems, meet the needs of providing broadband services.

b) optical cable network development to all districts in the country. For those important areas, form the fiber optic network ring circuit structure to enhance information security.

c) extend the coverage of mobile information to all districts in the country, most of the communes in the key economic region and most of the route of the highway, the highway is important.

d) ensure all the ministries, State agencies, provincial and district authorities are broadband Internet connection and the connection with the Government's wide area network; 100% of the research institutes, universities, colleges, vocational and high schools are connected to broadband Internet access; over 90% of the secondary schools, the hospital is connected to the Internet.

III. DEVELOPMENT ORIENTATION 1. Market development: a) create equal competitive market healthy, create conditions for the telecommunications and Internet business collaboration and development. By 2010, the market share of new business (outside of Vietnam posts and Telecommunications Corporation) for a number of important services such as mobile phone, mobile information channels, rental, broadband Internet reach 40-50%.


b) facilitates the economic sectors involved and the business investment provide telecommunications and Internet services, particularly in the field of resale of the service, to provide the services and adding value to the Internet.

c) telecommunications and Internet businesses Vietnam effectively tapping the domestic market, proceed to expand business and investment in the foreign market.

2. network development: a) the development and construction of infrastructure, telecommunications and Internet networks, innovative, modern, efficient, safe and reliable, have extensive coverage, to the remote areas, borders, Islands.

b) incrementally move to deploy the next generation network (NGN) that match the specific conditions of each enterprise, in order to provide multiple services on a telecom infrastructure.

c) push the construction of the cable network to commune in rural areas and development of optical cable network to residential and other large buildings in urban areas.

d) quickly perfecting the network periphery towards enhancing the use of fiber optic and advanced the rate of underground cables to improve the quality of services and urban landscape.

DD) to promote broadband access network development to ensure the development of network-based applications such as e-Government, e-commerce, training and remote clinics.

e) promote the development of the mobile telecommunications network, toward mobile information systems third generation and the next generation.

3. Development services: a) the priority of developing the new service fits with the trend of convergence of tv, radio, technology, information and telecommunications technologies and the trend of convergence of fixed telecommunications services with mobile telecommunications.

b) attach importance to the development of mobile services, broadband services, value added services on the infrastructure has to be invested.

c) quickly deploying the application services on the Internet as e-Government, e-commerce, multimedia communications, entertainment, etc.

d) create conditions favorable for transmission services, rental services, broadcast channels, virtual private network service (VPNS) developed to the maximum extraction capacity and ensure the effective use of the public telecommunications network.

IV. IMPLEMENTATION SOLUTIONS 1. Perfect the legal environment, the capacity to manage state on telecommunications and the Internet: a) improve the legal environment-improving the system of legal documents on telecommunications and the Internet to promote internal forces, create equal competitive environment, healthy.

-Study on the construction and enactment of Telecommunications Law.

-Building and issued the regulations on safety, information security.

-Building and issued the guidance documents relating to telecommunications and the Internet in the electronic transaction Law and information technology law.

b) enhance the effectiveness and efficiency of the State management-continue to improve the governance of Telecom and Internet from the central to the local, which focus on building, perfecting and strengthening the Agency, dedicated management unit of telecommunications, radio frequency , Internet safety, and information security.

-Implementing training programs, developing the human resources to do state management on telecommunications and the Internet in Central and local match requirements of competition and integration phase. Prioritize leadership training programme in information technology (CIO), senior expert on telecommunications and the Internet.

-Ensure proper implementation progress with good quality programs, investment projects to improve infrastructure, work conditions and the capacity for the State administration on telecommunications and the Internet in the Central and local levels, in accordance with the functions and tasks assigned.

-The Standardization (ISO), activities to promote the application of information technology in the management of State for telecommunications and the Internet.

2. Build mechanisms and enforcement policies to promote the civil force, promote competition in the telecommunications and Internet sectors: a) the license to provide telecommunications and Internet services:-projecting the number of businesses providing network infrastructure on the basis of ensuring the principles: developing healthy markets create conditions for enterprises to accumulated capital, maintain and expand business; make use of the telecommunications infrastructure and Internet availability, enhance the efficiency of State investment capital; use effective and resource-saving telecommunications and national resources.

-Mechanisms, appropriate licensing policy encourages businesses to participate in reselling the service, provide value-added services, Internet service on the network infrastructure has been invested; develop local infrastructure to provide broadband access service, the connection of computer networks; make use of the available infrastructure (cable television, information on power lines etc.) to provide telecommunications and Internet services in combination with other services.

b) tariffs, fees and charges:-make the balance tariff telecommunications and Internet services on the basis of price and supply and demand relations of the market. Gradually adjust the current services rates also lower the price to ensure the effectiveness of business enterprises in competitive conditions and international integration.

c) standard, the quality of the network and services:-promote the formulation of standards in the field of telecommunications and the Internet consistent with the law of Vietnam, international rules and practices.

Strengthen quality management, networks, telecommunications and Internet services through quality on the basis of the criteria required to apply or by telecommunications and Internet businesses to voluntarily adopt.

-apply general measures of economic, technical, professional, and intensify collaboration to prevent effectively pirated business activities in the field of telecommunications and the Internet.

-The processing organizations, individuals with violations of the law in the field of telecommunications and the Internet under current rules.

3. improving the competitiveness of enterprises, ensure the requirements of international economic integration: a) the reorganization, business management of enterprises group forming and the ttổng strong telecommunication company, qualified technology and modern management, high specialization diversified businesses, but focused primarily on telecommunications and Internet business.

4. Approach to provide public telecommunications services in the competitive environment and international economic integration.

-Elaborate and implement effective programs that provide public telecommunications services 2006-2010 aims to gradually raise the level of universal service and reduce the development gap about telecommunications and Internet between the regions in the country.

-Establishing dedicated units providing the services implemented telecommunications and Internet for bodies, the State Party to continue to improve the quality of service and safety information for specialized telecommunications network of the party, the State, and create the conditions for business to focus on business enhancing the competitiveness and integration.

2. -The Ministry of Interior, in coordination with the Ministry of post and telecommunications, to further improve the governance of the Internet, telecommunications and building innovative business approach.

-Ministry of public security, in coordination with the Ministry of posts and telecommunications issued regulations ensure safety of network and information security in the field of telecommunications and the Internet.

-Ministry of transport, in coordination with the Ministry of posts and telecommunications issued regulations guiding the construction of telecommunication transmission lines along the combination of roads, bridges, drains, summer city to accelerate the progress of the project, the work of telecommunications and the Internet.

3.
