The DECISION by the PRIME MINISTER on the approval of the development orientation of national urban water supply until 2020 the PRIME bases this Government Organization Law, 30 September 1992;
Considering the recommendation of the Minister of construction in the sheet number 02/02/07 KTQH BXD-1998, decision: article 1. Approval of the development orientation of national urban water supply until 2020 with the following principal contents: i. objective: To the orientation for the development of urban water supply industry serving the industrialization and modernization of the country; from there, the appropriate investment planning for the development of the urban water supply system in a stable and sustainable manner in each stage.
1. the immediate objectives: expanding the scope and improving the quality of urban water supply services; make sure to have 80% of the 2000 population of the municipality was water supply with standard 80-100 litres/person/day. Major cities such as Hanoi, Hai Phong, Ho Chi Minh City striving to 100% of the population are water supply with standard 120-150 litres/person/day;
Ensure the water supply for the needs of industry and the cultural and social needs of the municipality;
Renovating, upgrading the water supply is too old or not currently ensure the design capacity;
Reduce the rate of loss of water and lost in 2000 down 40% in the municipality currently has 30% of the new urban area;
The water company is identified as public enterprises; step by step elimination of subsidized regime; water price be calculated correctly, the computer is enough to cover the cost of construction and development;
Restore discipline in water supply industry in the municipality in all of the stitches from technological processes, production, business, finance, service to the State management; resolutely eliminate the negative phenomena in the water sector; promote advocacy work, enhance the AFP combined the sanction under the law; promoting the people's mastery of the role in the construction, management and use of urban water supply system.
2. long-term objectives: investigation, prospecting, extraction coupled with protection of national water resources: surface, underground water, rivers, reservoirs, natural and artificial, in different regions, the coastal municipality, the drought, the mountains, the plateau and the other characteristic;
Improving service quality for water supply for production and livelihood in the municipality, with the help of the water supply company of financial autonomy, and implement the public service and social policy;
Striving to 2020 targets for water supply as follows: 100% of the population of the municipality was water supply with standard 120-150 litres/person/day; for big cities like Hanoi, Hai Phong, Ho Chi Minh City, striving for the standard 180-200 liters/person/day;
Staff training and innovation management consistent with the way of industrialization and modernization of the party and State; strengthening the consulting company powerful enough to undertake was the work of project design, the water supply system;
Science and technology development, strengthening the application of new technologies through technology transfer, every step of the modernization of water supply system in the municipality;
Promoting investment for production equipment, supplies, spare parts of high quality water to domestic and international market acceptance;
Application of the standards, rules, advanced process; put water supply industry in Vietnam integration with countries in the region, in line with the policy of opening up and expanding international cooperation of the party and the Government.
II. PRINCIPAL SOLUTIONS: harness, fair use, protect water resources and sanitation: To meet the requirements for water supply due to population growth and urban water supply for production, for the social-cultural activities in the municipality, need to have the program continue to investigate , survey, specific evaluation of the water resources on the basis of the documents already; mining planning, effective use of water resources; the reserve of water resources strategy.
Need to implement projects that protect against pollution of water resources and the consequences caused by groundwater exploitation have no planning; tight control of wells tapping local phenomenon. The water supply project must have the report on environmental impact assessment.
The system reform of water supply industry organizations from central to local: on the basis of the current organisation, need to rearrange the irrational organization, from the steering bodies, Central sector management; enhancing the role of the local authorities in conducting the work of the water level on each locality and especially enhance the capacity of the water supply company.
Financial policy innovation, create sources of capital for water supply works of the town: make socializing urban water supply sector, mobilize contributions from all economic sectors and communities; enlist help lawyers, sponsored by Governments and international organizations;
Issued new water price, ensuring the water supply company of financial autonomy and progress to cover the cost of exiting domestic wastewater in municipalities.
Modernizing technology and production equipment, materials: application of modern technology for water supply systems in major cities such as Hanoi, Hai Phong, Ho Chi Minh City, the new urban, industrial-focused, export processing zones, resorts, commercial, Service Center.
Apply the appropriate technology is common in many local, attached to the reality the works had to renovate and upgrade the water supply system to meet urgent requirements, make use of the equipment, supplies in the water, reducing the cost of the investment.
Technology and equipment in the water supply system to be synchronized, consistent to work replacement parts.
A major source of human resources development, training of staff and workers: construction of synchronous training programs from leading cadres, management, engineering, economics, worker to finance operation and maintenance for the water supply sector; consolidate, strengthen the capacity of the market, the industry specialist training facility for water supply. On the other hand, there is a policy to encourage, motivate participation contribution of Vietnam experts are living and working abroad.
Striving to 2005 meet managers, technicians have training for all levels, from the central to local levels.
Article 2. Delivery of The construction of coordinated with the Ministry: planning and investment, finance, agriculture and rural development, science, technology and the environment, industry, health and the ministries concerned to implement water supply development-oriented town, materialize the contents in navigation , planning ahead and the long term, to ensure the effective implementation of investment program of construction and development of urban water supply system in the country.
Article 3. This decision is effective from the date of signing. The Ministers, heads of ministerial agencies, government bodies and the President of the people's committees of provinces and cities under central authority responsible for the implementation of this decision.
