Article 2. This decision has the effect after 15 days from the date The report.

To implement the resolution of the Central Government, construction of the program of action with content primarily to the following: a. the goals and requirements of the program:-target: implement organizational goals, tasks and urgency about the work of the nation as the basic point of the resolution of the seventh Conference of the Central Committee of the Communist Party of course IX.
