The DECISION to approve the training plan, fostering human resources for the work of international economic integration phase 2003-2010 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
The base of the Government's action program to implement resolution No. 07-NQ/TW on 27-11-2001 of the politics of international economic integration (attached to decision No 37/2002/QD-TTg dated 14 March 2002 by the Prime Minister);
According to the recommendation of the Minister of the Interior, the decision: article 1. Approved training plans, fostering human resources for the work of international economic integration phase 2003-2010 (attached to this decision).
Article 2. This decision has the effect after 15 days from the date The report.
Article 3. Resolution No. 07-NQ/TW on 27 November 2001 by the Politburo about the international economic integration has specified a particular mission is "to promote the training of human resources". In its action programme, the Government has allocated to the ministries concerned to build human resources training plan for international economic integration.
The last time, ministries, sectors and localities had tried in training, fostering personnel force to join the international economic integration, such as the popular, holds the policies of international economic integration of the party and the State, knowledge of international law , international trade agreements and some specific profession serving the negotiation process, the Organization of conferences, seminars, ... These training activities, this training has contributed to a number of basic knowledge, necessary to meet the timeliness requirement of the work of international economic integration.

The training content, fostering new mainly focused on policy holds, the general policy and some common knowledge about the world market, international law, trade agreements including the Vietnam trade agreement-the United States and a number of specific professional response in nature before the requirements of international economic integration. The contents, programs, curriculum, training materials, yet the lack of sync, not going into the profession, skill. Qualified teachers teaching program on international economic integration are limited. The Organization of training, fostering yet plan to unify the scattered left, depending on the individual ministries. 3. content.

II. PROGRESS And IMPLEMENTATION PLAN FUNDING 1. Progress on the implementation of the plan.
a) 2003-2005.

-For employees and workers engaged in international economic integration: fostering the knowledge of international economic integration for 600 officials and Labor export management and Labor export 200,000; 1,600,000 training students in the vocational school to participate in international economic integration.

IV. IMPLEMENTATION pursuant to this plan: 1. 5. 6.
