The DECISION by the PRIME MINISTER on the approval of the project "construction, improving the quality of the team of teachers and educational administrators 2005-2010" FROM the PRIME MINISTER pursuant to the law on organization of the Government of 25 December 2001;
Pursuant to the law on education in March 1998;
Considering the recommendation of the Minister of education and training, Minister of labor, invalids and Social Affairs, of the DECISION: article 1. Approval of the project "construction, improving the quality of the team of teachers and educational administrators 2005-2010", with the main content as follows: 1. Overall goal: build team of teachers and educational managers towards standardization, improve quality, ensure sufficient quantity Sync, about the structure, particularly focused on enhancing a political, ethical quality, professional conscience, lifestyle and professional level of the teachers, to meet the increasing demands of career education in promoting industrialization and modernization of the country.
2. 3. The solution: a) joint training, preschool teacher training, secondary, secondary vocational and professional (for both public institutions and also public):-build planning, consolidation, improve network, clearly define the scale of the task, the training, the fostering of teachers at all levels , preschool education, secondary, secondary vocational, professional;

Article 2. The Organization made.

2. The Ministry of labour, invalids and Social Affairs, in collaboration with the Ministry of education and training and the ministries concerned and the specific local content schemes related to the field up the profession into the program, plans to direct, organize implementation.
3. Ministry of planning and investment to host, in cooperation with the Ministry of education and training, Ministry of labor, invalids and Social Affairs, the Ministry of the Interior and related agencies, general training indicators and fostering teachers, educational managers for inclusion in the annual plan of socio-economic development of the country as the Prime Minister for approval.
4. The Ministry of finance, in cooperation with the Ministry of education and training, Ministry of labor, invalids and Social Affairs and other relevant agencies:-estimating, planning the annual budget allocation to implement the project;

-Instructions, inspection, check the project financing.
5. The Ministry of the Interior, in coordination with the Ministry of education and training, Ministry of labor, invalids and Social Affairs supplement to perfect the mechanisms, policies on recruitment, use, management, teachers, civil servants and education.
6. The vocational and educational institutions in the national education system are responsible for the content of the specific scheme into the program, a plan to steer, perform in the range, the object of management units; in collaboration with the relevant authorities at Central and local levels, educational establishments and other vocational development, implementation of the content of this project.

Article 3. This decision takes effect 15 days from the date The report.
