Pursuant to Decree No. 45/2003/ND-CP dated 9 May 2003 of the Government functions, tasks, powers and organizational structure of the Ministry of the Interior;
Pursuant to Decree No. 88/2003/ND-CP dated 30 July 2003 of the Government regulations on the Organization, operation and management of the Association;
Proposal of the Chairman of the Vietnam folk arts and Director of the non-governmental organization, decision: article 1. Approval of the Charter (revised) the collections, research, dissemination and teaching cultural art Vietnam (Vietnam Folk Arts Association) has been the National Congress fifth Vietnam Folk Arts Festival through May 27, 2005.

Chapter I the NAME, purpose, SCOPE and PRINCIPLES ORGANIZED ACTIVITIES of the ASSOCIATION article 1. The name the society known as the order of collections, research, dissemination and transmission of folk arts-cultural teaching Vietnam.
The names of the society known as the VIETNAMESE CULTURAL SOCIETY.
The name of the English translation is the ASSOCIATION OF ENGLISH FOLKLORISTS, abbreviated (AVF).
Article 2. Nature and Society 1. Article 4. The scope of activities of the Vietnam Folk Arts Festival Society activities within the territory of the Socialist Republic of Vietnam, has relationships with international organizations to Exchange and conduct of activities on culture, folk arts in accordance with the laws of the State of the Socialist Republic of Vietnam.
Article 5. The principle and operation of the institutions 1. The society organized under the voluntary principles, democracy, decided by majority and make collective mode of leadership, personal responsibility, normative by the Statute approved by the Executive Board of the Society.

Article 19. President of the Assembly 1. The President is the head of the Agency, is the legal representative of the society is responsible for the overall operating activities of the Assembly, approved the text of the.

Article 20. Ban check Assembly 1. Article 21. Article 22. The Organization of the Meeting 1. Is the base of the Organization was established in the local agencies, when there are 3 Art Association member Vietnam. 4. In the provinces, the central cities can establish local folk arts Association. The establishment of National Art Festival of the province, the central cities (hereafter referred to as the Department) was conducted in accordance with the law. Chapter V reward, DISCIPLINE Article 23. Article 26. Using the funds of the Association 1. Career development preserve, promote, inherited the culture of folk arts of the country;

Article 27. Asset management, finance 1. The management and use of financial assets is done according to the regulations of the State.

Chapter VII of the CHARTER and the REVISED CHARTER Article 27. Amend and supplement the statute only Congress or the National Congress folk cultural society of new Vietnam has the right to modify or supplement the Charter Assembly.
