To implement the resolution of the seventh Conference of the Central Committee of the Communist Party tags IX on work of religion;
According to the recommendation of the Minister of the Interior and head of the religious Committee of the Government DECREE, article 1. The principle of the whole event organization and religion 1. Strengthen responsible governance of religious work, respond to requests, tasks in the new situation.
2. Fit the task, the workload and ask about local practices of religious work.
3. Streamlined, the efficiency, the Organization departments, diversified management areas consistent with reforms of State administration.
Article 2. The criteria and conditions of work organization model of religion in the central cities, (hereinafter referred to as the provincial level) 1. Religious Board is the Agency Chief, the provincial people's Committee to help implement state management functions in the field of religious works, seal, the private accounts when there are at least 4 of the 6 criteria: a) Have religious activities take place regularly in the province;
b) Have from 10% of the population of the province upwards of religious believers;
c) Has the number of dignitaries, the monks from 200 or more people;
d) headquarters, the Office of the religious court of bishops, as the central authority and the provincial authorities of the religious organization; the great Seminary (Catholic), Institute of Buddhist studies (Buddhism), the Institute of Biblical Theology (Protestant), the other legal institutions of religious organizations; There's the pilgrimage, the big Festival of the religion;

e) Are difficult, complex.
2. for the province not eligible to establish Ban religion as defined in paragraph 1 of this article, the religious organization of the work is organized according to the following models: either a) Ban religion directly under the provincial people's Committee, has its own stamp; The provincial people's Committee to steer directly about professional work, the people's Committee Office of guarantee facilities, funding, facilities and working conditions;
b) Department of State management diversified fields including management of religious affairs and manage some professional work related to religious affairs, directly under the provincial people's Committee.
3. The criteria and conditions of organization of religious work in the County, district, town, and city in the province (hereinafter referred to as the district level).
The base characteristics, the workload of State management on religion on the district level, organization level religious work as follows: a) established religion in the people's committees at district level when the following criteria: Headquarters, offices of religion such as the Court of the Bishop the central agencies, and provincial bodies of religious organizations; the great Seminary (Catholic), Institute of Buddhist studies (Buddhism), the Institute of Biblical Theology (Protestant), the other legal institutions of religious organizations; There's the pilgrimage, the big Festival of the religion;
There are fellow Eastern religion and religious dignitaries, have many activities, religious activities and the difficult, complicated.
b) for the religious activities of the district but not enough of the criteria specified in point a of paragraph 3 of this article, the religious organization of the work done in one of two patterns: established departments manage diversified fields including religious work and professional work related to religious affairs directly under the Committee the people's Committee at district level but ensuring the room according to the provisions of Decree No. 21/2001/ND-CP dated 27 March 2001 from the Government;
The layout of parts dedicated to religious work in the Office of the people's Council and people's Committee or the Office of the expertise of the people's committees at district level.
4. for communes, wards and towns (hereinafter referred to as the social level) there is no independent organization that arranged the following officers: a) assigned a member of the people's Committee of the Chief monitor, oversee the Organization of religion;
b) for town is difficult, complex can arrange a strengthening religious work.
Article 3. The authority established the organization doing the work of religion in the people's Committee of the level 1. The provincial people's Committee based on the principles and criteria of the whole event organization working on religion stipulated in this Decree, the construction project of the whole event organization working on the religion of the local people's Councils of the same level of consideration and decision.
2. for what the Agency has done the work of the provincial religious do not conduct the procedure established.
3. The Chairman of the provincial people's Committee functions, duties, powers, organizational structure and staffing of the Agency to do the work of religion under the guidance of the Minister of the Interior and head of the religious Committee of the Government; the Prime Minister's report, the Government and the Ministry of religious affairs on the work of perfecting the organization doing the work of the local religion.
Article 4. Effective enforcement of this Decree has effect after 15 days from the date The report.
Article 5. Responsible for enforcement of the Minister of the Interior in coordination with the head of the religious Committee of the Government guidance, monitoring implementation of this Decree.

The Ministers, heads of ministerial agencies, heads of government agencies, the Chairman of the provincial people's Committee, the central cities is responsible for the implementation of this Decree.
